Statement

Deputy Gibson approached Michael Obregon as he was entering my property on March 16th 2023 at around 7:00 p.m. Deputy Gibson did not have his red and blue strobes on. Deputy Gibson had threatened multiple younger males in the neighborhood that ride dirt bikes and ATVs, about 2 weeks prior. Stating that he was given authorization to pit maneuver motorcycles for not having lights on or not registered. Michael told deputy Gibson that he wasn't afraid of him, in response to that. Because of the previous encounter, when deputy Gibson walked back to his vehicle to run Michael Obregon's name, Michael got nervous and attempted to flee. Michael was jumping my fence when deputy Gibson shot Michael multiple times in the back causing Michael to fall. Michael roll onto his back as deputy Gibson stood above him. Gibson quietly said "I bet your scared now" and shot Michael 2 or 3 times in the torso. My children came running outside because of the gunshots they heard. My 15yr old daughter pleaded with deputy Gibson to help Michael, she even rolled Michael onto his side because he was choking on his own blood. My daughter screamed at deputy Gibson to do something because Michael was dying. About 5 mins after he shot Michael, Deputy Gibson walked to his vehicle, turned on his red and blues, grabbed his medical bag and called for backup and medical. Deputy Gibson walked back over to Michael, kneeled next to him and slowly started to remove his clothes. Casa grande Police department were the first on scene about 10 mins after shots were fired. And the ambulance arrived about 10 mins after the call for medical went out. During this crucial 20 mins Michael was not given and life saving measures. Chest compressions we're not started no pressure was applied until Michael had already bled out.
