Statement

Howard misled the California DOJ's office into maliciously filing criminal charges against upwards of 50 officers. Her knowledge of and involvement with the CHP's administrative proceedings and the subsequent criminal charges violated POBR and was unethical. Additionally, when her charges against the officers were challenged by a 1545PC motion, she knowingly withheld requested documents which would exonerate the officers charged.
