Statement

In the following statement I am alleging that this incident of child sexual abuse was not investigated properly by the Ninth Judicial Circuit Court, Monique Worrell’s Office, due to relationships of the parties involved. One of the suspects in this incident is Jazzmine Kingston who worked directly with Kissimmee City Manager, Mike Steigerwald. Steigerwald is the boss of Kissimmee Police Chief Jeff Odell. The Kissimmee Police Department was the investigating agency for this incident. The second suspect was Joseph Puryear, the boyfriend of Kingston’s who committed the sexual abuse of the child who was 12 years old at the time of the incident. Chief Odell is known to be a close associate of Monique Worrell’s and appears with her often at events. The case was initiated on 10/22/2018 and closed for “no information” by the States Attorney’s Office on 2/19/2019. The reason stated for the case closure on 2/19/2019 by ASA Wiggens was “A no information notices was filed in 2018-CF-3923. That case constituted the “child abuse” for this charge. This ASA concluded that there was insufficient evidence to prove the allegations against Puryear beyond a reasonable doubt. That decision was reached, in part because this ASA concluded that there may not have been a lewd or lascivious intent during the “homework incident”. (Page 8 of attachment) The incident that Wiggens referred to occurred in 2017 and was reported by Jazzmine. It involved Jazzmine witnessing Joseph rubbing the buttocks of her twelve-year-old daughter while he was helping her with homework. (Page 2 of attachment). Jazzmen’s daughter then disclosed numerous other incidents with Joseph several other times where he touched her “private parts”. According to Jazzmine, Joseph admitted what he had done and stated he would not do it again. Despite this Jazzmine continued to leave her daughter alone with Joseph. (Report attached) In ASA Wiggens making the decision not to prosecute this case, he ignored the interview the child had with CPI Cooper in a forensic interview that took place on 10/24/18. It is unknown if the Kissimmee Police Department forwarded this interview to ASA Wiggens or not. In that forensic interview the child disclosed that Joseph began touching her at 11 years old. She described the incident where Joseph was helping her with his homework as him placing his hand under her buttocks on the couch and squeezing them. When she tried to push his hand away, but he pushed back and continued to squeeze her buttocks. The child described the grabbing as Joseph rubbing from front to back, from vagina to buttocks. The child also described Joseph coming into her bedroom while she was sleeping and rubbing her buttocks, breasts, and vaginal area. When Joseph would hear her mother open her bedroom door, he would stop. The child stated later in the interview that this would occur almost nightly. She stated that despite her mother knowing about the abuse, her mother, Jazzmine, continued to leave her alone with Joseph. She also described her mother worrying about if she was going to miss her menstrual cycle due to what was occurring with Joseph. The interview with the child and Jazzmen were verbally recorded and transcribed by an employee of KPD. It is unknown if the Kissimmee Police Department provided this to ASA Wiggens or not before he made his decision. Despite Jazzmen’s own admission she left her daughter with Joseph after being aware he was sexually abusing her twelve-year-old daughter, charges were dropped on Jazzmen. Due to ASA Wiggens only addressing one incident and ignoring the forensic interview of the child, the charges against Joseph were also dropped. I am alleging that the relationships between Monique Worrell, Kissimmee Police Chief Jeff Odell, and Kissimmee City Manager, who Jazzmen Kingston worked directly with, may have contributed to this case being dropped. A public records request made to Monique Worrell’s office for the file for this case resulted in me being notified that the case file was destroyed in October of 2021. I would question why the file was destroyed prior to the statute of limitations on this crime expiring. The Kissimmee Police Department transcriptionist in this case was former employee Veronika Rivera who transcribed the original interviews where the child described the sexual abuse is a witness and can be reached at 321-443-2192
