Statement

Civil Rights Violations: In June of 2020, Crime Scene Investigator Isabel Johnson who is Hispanic, complained to two pregnant Hispanic co-workers that they had not been allowed the same accommodations provided to white pregnant supervisors under Covid and it was discriminatory. Two white supervisors, Sgt. Shannon Taylor and Forensics Supervisor Jennifer Helms were allowed to work from home, while under covid, while two pregnant non ranking employees, Barbara Campos, and Mignel Rivera were made to come into work in person. A black pregnant female officer was told to stay home by Chief Odell but stated she wanted to come to work in person instead. I was in a meeting where Odell yelled at Isabel Johnson for telling those coworkers they were being discriminated against and documented it in an email to him. In November of 2020, Supervisor Helms completed Johnson's evaluation and stated under professionalism that what Johnson did in telling those employees they were being discriminated against was "unprofessional" and lowered Johnson's scores. Johnson wrote a rebuttal in her evaluation that it was retaliatory for Helms to use the reporting of discrimination against her. Despite Johnson's claims of retaliation, and it being illegal for Helms to use reporting discrimination against her, both Captain Brandon Layne, and Deputy Chief Betty Holland signed off on the evaluation with the lowered score. The actions of Chief Jeff Odell, Forensic Supervisor Jennifer Helms, Captain Brandon Layne and Deputy Chief Betty Holland show bias that they do not agree with reporting of discrimination against Hispanics within their police agency. The actions of Helms, Layne and Holland were and are illegal under federal civil rights laws to retaliate against any person reporting discrimination to themselves or others or perceived discrimination. It is unknown how many other employees they have retaliated against for the reporting of discrimination in the same manner.
