Statement

Officer Danny Vasquez was involved in a wrongful death of a mentally ill man who call 911 for help. Instead of helping, he, Sgt. Kevin Mansell, and Dustin Dillard pinned the victim down in a prone position with his hands cuffed behind his back and tip-tied his legs together.  The victim was already experiencing excited delium, and can he heard pleading for help, repeating  "You're gonna kill me!"  as the officers mocked and laughed at the distressed man as he died in their care. The Sgt and officers reported the victim was aggressive and combative, an extremely gross lie as can be seen on the video.  All three Dallas PD employees were indicted by a grand jury for deadly conduct, but Dallas County District Attorney John Creuzot dismissed the charges regardless.
