Statement

On August 10, 2016 , the Victim called 911 because he was having delusions and needed help. The victim did not take his medication for schizophrenia and begged the 911 operator to send assistance for his delirium. Officer Dillard arrived, and the victim was already handcuffed with obvious signs of mental distress. Dillard along with other officers pinned the victim down in a prone position, while handcuffed behind his back and tip-tied his legs together. Dillard pinned the victim down using his knee and body weight with forceful downward pressure to the back for 14 mins., impairing the victims' ability to properly breathe.   After 9 mins, the victim stopped breathing, but Dillard continued using his knee on the victim for another five minutes. The victim died within 20 mins of calling for help. The victim cried out, 'You're gonna kill me! You're gonna kill me! You're gonna kill me!'  Dillard laughed and mocked the mental ill victim. Dillard Lied and stated the victim was aggressive and combative. Dillard mocked, laughed at the victim even after he was killed. Dillard was indicted by a grand jury for deadly conduct, but Dallas County District Attorney John Creuzot dismissed the charges for all officers.
