In 2014, Chief Frank Milstead of Mesa Police, ( now retired ) did sign off on police misconduct, after reviewing the case, and Chief Ken Cost then became the next Chief of Police for the Mesa Police Department. On 11/06/2019, certified mail proof of violations of The Law Enforcement Code of Ethics, civil rights violations, police misconduct, and falsification of documents, which led to an unlawful arrest and unlawful conviction, was sent to Chief Ken Cost, and the package was signed for. The USPS# is 7018 0680 0000 1217 9105 Chief Ken Cost has documentation, that Mesa Police Officers did falsify documents: Mesa Police falsified documents when I was classified as a Transient when in truth, I resided at 832 N. Cherry St, Apt 104 in Mesa Az. If not for this falsification of documents, I would have been aware of court dates, which were missed. Chief Ken Cost has this evidence. Mesa Police then used " DR# 2014 1030 394, " to convict me, and this was another falsification of documents, due to the fact, that my DR# was 2014 1030 448, with no fugitive of justice warrant, and Chief Ken Cost has this evidence. After documents were falsified by Mesa Police, I would be arrested by U.S. Marshals from 1925 E. Hayden ln, #215, in Tempe Az, around September of 2015, under the pretense that I was the African-American associated with DR# 2014 1030 394, when I was not. I was taken to a Mesa Jail. I have been refused a copy of the federal warrant, in my name by the U.S. Marshals, federal courts, state courts, and Mesa Police. Chief Ken Cost has this evidence. The issue has never been resolved, as I was wrongfully convicted. The damage, physical, and mental harm has been irreparable. Mesa Police used excessive force and put me in Mesa Hospital.
