Statement

In the video, officer Carrocia is seen laughing and provoking Paris, who was locked in a bathroom and suffering from a manic episode.  A use of force occurred when officer Carrocia physically removed Ms. Paris from the bathroom of a Habitat for Humanity Restore in Tulsa. The use of force left Ms. Paris with a chipped tooth, abrasions to her face, injuries to her finger and leg, and severe psychological distress. EMSA medics confirmed that Paris was suffering from a manic episode. (See Video Attached).

The use of force resulted in officers Carrocia, Daylan Root, and Ty Burns being named as defendants in Tulsa County civil case #CJ-2022-01434 that was later removed to Federal Court.  (See attached Petition).

Per the Petition: 

  • Once Ms. Paris was in custody Carrocia booked her on multiple bogus felony charges and stated "If you're gonna play stupid games, you're gonna win stupid prizes".
  • Ms. Paris was placed in solitary confinement, where she remained without any treatment for her bipolar disorder for several days, possibly weeks.
  • Carrocia omitted any reference to Ms. Paris' mental health condition in her incident report and arrest and booking data sheets.
  • Ms. Paris was denied a court date for nearly one month and received no mental health treatment until she was finally transferred on Nov. 23, 2021.
  • ALL of Ms. Paris' charges were eventually dismissed by a Tulsa County Judge at the request of the state in the interest of justice.

False statements by a police officer fall under the category of police misconduct and refer to instances where a police officer deliberately makes false or misleading statements under oath, in official reports, or in any other official capacity.


Police brutality is the use of excessive and unnecessary force on the part of a police officer when he is interacting with a civilian, resulting in a violation of the civilian’s civil rights.


Law enforcement personnel are held to personal standards higher than other members of our communities. Conduct unbecoming has been a common and historical charge used in controlling and censuring police officers and other public employees, for both on and off duty actions.
