Statement
In the video, officer Carrocia is seen laughing and provoking Paris, who was locked in a bathroom and suffering from a manic episode. A use of force occurred when officer Carrocia physically removed Ms. Paris from the bathroom of a Habitat for Humanity Restore in Tulsa. The use of force left Ms. Paris with a chipped tooth, abrasions to her face, injuries to her finger and leg, and severe psychological distress. EMSA medics confirmed that Paris was suffering from a manic episode. (See Video Attached).
The use of force resulted in officers Carrocia, Daylan Root, and Ty Burns being named as defendants in Tulsa County civil case #CJ-2022-01434 that was later removed to Federal Court. (See attached Petition).
Per the Petition:
- Once Ms. Paris was in custody Carrocia booked her on multiple bogus felony charges and stated "If you're gonna play stupid games, you're gonna win stupid prizes".
- Ms. Paris was placed in solitary confinement, where she remained without any treatment for her bipolar disorder for several days, possibly weeks.
- Carrocia omitted any reference to Ms. Paris' mental health condition in her incident report and arrest and booking data sheets.
- Ms. Paris was denied a court date for nearly one month and received no mental health treatment until she was finally transferred on Nov. 23, 2021.
- ALL of Ms. Paris' charges were eventually dismissed by a Tulsa County Judge at the request of the state in the interest of justice.
