NOTICE OF INTENT

LIST OF EVENTS/FACTS:

On October 17, 2024 CE, my witness (retired Military Veteran serving 3 branches for around 28 years) hereinafter referred to as “guest” and I (Libellants) were peacefully traveling on the land when we were profiled (racially), disturbed out of our peace, and violated by Troopers Joshua Blake and his partner (Libellees) at or around 9:17 am along I-40 near Sallisaw after he sped up beside our automobile in the left lane to look inside and see who was in the automobile. He approached the right-side front window where my guest was sitting. As he approached, I cracked the window about 4 inches. He failed to identify himself and immediately began making false allegations (False statements by an Official) of Improper Lane changes by asking me to “use a little more signal” followed by his statement "I was just afraid you might be up here on your phone or something". Only after I inquired whether we (Trooper Blake and myself) knew each other did he provide his partial name. He identified himself as Trooper Josh Blake (Failure to properly identify themselves, real name Joshua as later stated in the video). He asked for a "Driver's License" to which I replied by assenting to his demands with a 4-star passport card. He demanded again for a "Driver's License" and I replied with, "I was traveling". After being advised of my Right to Travel (unimpeded upon the land), Trooper Blake then proceeded to ask for a "Driver's License" again and immediately demanded that I "come on back, I know how this is going to go. Come on back." He then, unlawfully asserted that "You've got to have a driver's license to drive on the road." I then replied to him by declaring the fact that I was traveling. At this point, I inquired again of his name upon which Trooper Blake responded with "Trooper Joshua Blake." [Failure to Properly Identify, Violations of Color of Law]. Emphasis added. He then stated, "Here's the deal, you gotta hand me your driver's license." [False Assertions as no crime was committed nor was there any evidence of such and he had a form of identification for any so-called field investigations that he was unlawfully performing] Emphasis Added. I then inquired again, "I'm traveling, So, let me ask, do I need a license to travel?" Joshua Blake responded, "Yes, you have to have your license to travel." I inquired again, "To travel on the land?" and followed up by inquiring as to whether Joshua Blake was an attorney. He responded with, "I'm not." I followed up with, "Okay, are you making a determination at Law?" Without answering my lawful reply, he responded by demanding me to, "go ahead and step out for me. Step out of the vehicle." I replied, "Let me ask, what's the reason, am I under arrest?" This is when he continued his actions of unlawful and false arrest/detainment and escalated to threatening me by stating, "You're going to be detained until I see if you have a driver's license." (Verbal Abuse) I replied by inquiring again as to whether I was under arrest, which I repeated to him and his partner. He threatened me further by stating, "If you refuse to ID yourself with a driver's license, you WILL be placed under arrest. (Verbal Abuse) Once again, I replied, "What did I give you?" Joshua Blake responded with, "Your passport. You're required [Statutes and commandments cannot be used to cloak fraud] to hand me your driver's license." Emphasis Added. He forcibly demanded, "Go ahead and step out for me" and then reached his hand inside my private automobile from the front right window (which was only partially opened for safety) to unlock my guest's door (Unlawful Use of Force, Unlawful Search, 4th Amendment). At or around this same time, his partner lifted the outside door handle on my door to forcefully gain entry to my automobile as can be heard in the video. This placed my guest and myself under further duress and threat as these two Troopers unsuccessfully attempted to break into my automobile. Under this escalatory pressure of extreme duress, threats, and coercion, I opened my wallet, took out my Credentials Card containing the lawful Notice of Intent - Fee Schedule, and attempted to hand it to Joshua Blake as seen in the attached video. He refused it and demanded that "I step out and hand it to my partner." (Verbal Abuse) He repeated his abusive words until I pulled on my door handle to open the front left door that Blake's partner was standing outside of. I can be heard repeatedly asking both individuals (Joshua Blake and his partner) "What am I violating, What am I violating?" (Failure to Respond by both Libellees) Once out of the safety of my automobile, I handed my Credentials Card to Blake’s partner who “Accepted” it and later handed it to Trooper Joshua Blake who also “Accepted” it. They continued their assault and violations of my civil rights, constitutional rights (4th, 5th, and 13th Amendments), and God-given rights by engaging in an unlawful and illegal search upon my body. Once the search was over, I was told to put my hands on his car. At this point, I provided Notice to both Joshua Blake and his partner of the requirement for them both to fill out a Public Servant Questionnaire and both refused to do so several times (Abuse of Power). After illegally using my copyrighted material (name, image, and likeness) without my consent, Joshua Blake demanded that I get into his automobile to speak with him, upon which I inquired of his partner as to whether Blake was referring to him or referring to me (Abuse of Power). His partner stated that Blake was not talking to him and they both demanded I get into the front right side of the first automobile. I continued to ask about my God-given rights and was told by Blake's partner that the bible also tells you to submit to authorities. I quickly replied to Blake's partner by educating him on the difference in translations [Geneva Bible aka Constitutional Bible vs the King James Bible he was referring to from the book of Romans 13:1 GNV "Let euery soule be subiect vnto the higher powers: for there is no power but of God: and the powers that be, are ordeined of God"] and he then stated that there are 2 sets of laws. [God's Law and Color of Law, which he and Blake were in direct violation of inside and outside of their official capacities] Emphasis added. Blakes partner then accused me of being a "Sovereign Citizen" (insulting and abusive language) [an oxymoron] and refused to answer when I asked them both several times what a "Sovereign Citizen" was. Emphasis added. Blake's partner then asked why I didn't "go all the way" and why I had a government ID or any documentation at all. He then proceeded to threaten me further by stating that if I didn't have any paperwork, I would have been arrested. I replied to his comments by stating, "Didn't they arrest Jesus?" After advising Blake's partner of the fact that I provided a Notice of Rescission to the Arizona Department of Transportation and Motor Vehicle Department for any "driver's license" and application, Blake's partner reminded me that I needed to follow up with them since they dishonored the Notice provided to them. This rhetoric continued until Blake stated that he was feeling generous and would give me a warning. He then handed me a piece of Chattel Paper and attempted to coerce me by stating that it's just a warning, it's not going to go on your record. They then encouraged me to "just throw it away" to which I replied with "I Non-Negotiably “Accept” your offer. I was then allowed to exit the Libellee's vehicle and we were allowed to return to our peaceful travels.

Requested: "all documents, including, but not limited to, any book, paper, photograph, microfilm, data files created by or used with computer software, computer tape, disk, and record, sound recording, film recording, video record or other material regardless of physical form or characteristic, created by, received by, under the authority of, or coming into the custody, control or possession of public officials, public bodies, or their representatives in connection with the transaction of public business, the expenditure of public funds or the administering of public property." pursuant to Title 51 Oklahoma Statutes § 24A.1 et seq and FIOA pertaining to the October 17, 2024 incidents involving Nikia Anderson and his guest (Libellants). Bond numbers for each of the Troopers involved in the incident mentioned above. All alienable assets of these two Troopers including but not limited to insurances, bonds, notes, properties, etc. Bond and Duns numbers for Oklahoma Highway Patrol in its official capacity.

Also, it would behoove the "Powers to be" to launch formal investigations of these two Trooper's Training and case records for similar claims concerning this type of behavior as it is highly probable that this force and direct abuse of Law is rampant amongst the cases they have been a part of, especially those who do not look like these two.

Reservation of Rights: With Explicit Reservation of Rights, I reserve the right to file additional claims and or liens against any bonds, insurances, or other properties associated with the Libellees. This includes but is not limited to those of Trooper Joshua Blake, his partner, the agencies they were representing on October 17, 2024 CE, and includes the right to Federal Civil Money penalties. Dishonor will occur if you fail to respond within fifteen (15) days from the date of this Notice with explicit reservation of the right to file further actions to remedy the harm and injury caused. Libellant(s) reserves the right to provide a Release of Liability upon granting relief in full to remedy this claim. Silence is acquiescence!
