This Complaint highlights why Police Departments should never be investigating themselves.
I was a victim of an illegal traffic stop by RPD officers who used excessive force on Nov 4,2023 at approximately 7:34 PM as I was in my way to pick up an order of food, I was retaliated against by 2 RPD "Brady Cops" who appeared out of nowhere pulling me over as I'm crossing the Cypress Street bridge. In exercising my 1st amendment right to freedom of speech, I questioned the probable cause of the stop , being that I committed no crimes , nor traffic violations, the officers falsified their reports, and committed perjured testimony on stand sticking to the same story stating they seen me parked at on grape avenue , they stated they seen my vehicle had no front license plate(this was used under false pretense by the brady cops to conduct an unlawful investigatory stop due to my race , racially profiling . Well the officers seen I had a front plate, by law that had no probable cause to pull me over, in later discovery, victim was unaware he had evidence that he was no where near the location the officers lied about in their reports. So the victim was not the driver they were looking for , second victim informed the officers that same night that during the traffic stop I exercised my fourth amendment right to be free from unlawful detainment , unreasonable searches , and seizures , and my right to remain silent and have an attorney present which the officers used force coercion tactics to force me to talk to them by issuing threats of excessive force, I informed them I will be filing a complaint , and suing their department , they retaliated by inciting using force to rip me from my vehicle trying to force me to id , California , and federal law states
in California, police must have reasonable suspicion to pull over a vehicle, and an illegal stop occurs when they do not:
Reasonable suspicion
Police must have a factual basis to believe that the driver is involved in criminal activity. This is more than just a hunch.
Probable cause
Police must have evidence that makes a reasonable person believe that a crime may have been committed.
Fourth Amendment rights
Police cannot make a traffic stop without reasonable suspicion to believe that a crime is underway.
Evidence
If the police pulled over a vehicle without reasonable cause, any evidence they seize could be inadmissible in court.
If police pull over the wrong driver and escalate to using excessive force, injuring the driver, this constitutes a violation of the driver's Fourth Amendment rights against unreasonable search and seizure, often referred to as "police brutality" or "excessive force.".

I filed a complaint with Redding Police Department after being discharged from he hospital when I got treated for the injuries the cops inflicted, shortly after I receive a call and visit front heir Professional Standards Unit . No Internal Affairs Unit which is strange by far.
They come to house , they are I'm in a arm sling with a broken arm, they see I'm walking with a cane , they see my face is busted up, and this is before I was forced to hire an attorney, this officer with his partner police detective , began playing the Good cop bad cops role trying to intimidate me into accepting the charges , which I told them I was innocent of, and that their "Brady Cops" used Unnecessary Excessive Force on me causing me severe bodily harm, after I identified to them they broke my arm, afterwards I heard them plotting to cover it up by "well just say he resisted".
unlawfully searched my vehicle without my consent, falsely arrested me , denied me medical attention, and threw me behind bars without even telling me what I was being charged with the. I give me statements, we go over the complaint where I verified everything I talked about was true, I even let them screenshot of my medical discharge records, the one detective admitted that his cops were in the wrong for using excessive force., but then turns around and says you should have given your id which I had to break down California law, and federal law to these detectives who should already know what the laws are. If a person is driving not committing any crimes, no traffic violations, or infractions, not engaged in anything unlawful, nor there being any evidence of any criminal activity afoot. There Brady cops have no probable cause to pull someone over to even ID , unless they are unlawfully Profiling , which is a crime , that is considered an illegal stop , I already knew these shady detectives were going to find someway to help these Brady cops to escape accountability. Asked me if I washed my license plates being that their cops trued claiming that I had some spray paint , which is a bold face lie to help cover up . I informed the detectives I want the names , badge numbers, of all of the officers involved, I wanted their records , I wanted dispatch records, videos, because I am still using them for violating my constitutional rights , and they got mad to the point I had to ask them to leave . It was no use talking to these detectives , I can sense it wasn't something right about them. They tell me "show up for court for the charges" we will continue to investigate, that was the last I heard from them , now I'm finding out a year later , after being pulled back in court, being trapped in limbo that these brady cops is conducting illegal procedures to try to convict me of a crime that I didn't commit to shield their "Brady Cops". Come to find out these detectives are Brady cops themselves. Carrying on the misconduct.
Due to the Detectives shady nature, and purely disrespecting me in my own home, I withheld exculpatory evidence proving their officer lied, to keep them from using it to flip it in their favor, I needed to see what they were going to do with my report. Which they did what I suspected . .
police departments might use citizen complaints against officers to help "Brady cops" (officers with a history of dishonesty) manipulate police reports by strategically altering details to minimize the severity of their actions, potentially covering up misconduct, especially if they know their credibility is already under scrutiny due to past complaints. This leads to Political Cover-up , due to dishonesty of these cops .
These Detectives were supposed to discipline their officers but instead they helped them to cover up their misconduct. That is conduct unbecoming of an officer who is supposed to follow the laws instead of making up their own as they go. These Detectives should not be investigators ,
