There was a complaint of illegal pretextual traffic stop that was racially motivated , with a price pattern of this conduct by (videos I recorded of each unlawful stop by their police department). patterns of his officers following me everywhere including following me to me front doorstep , ans speeding off as soon as I pull my camera our to record, I filed in that complaint I had been falsely arrested with no crimes committed, and Unlawful use of excessive force with bodily injuries Put in with Redding Police Department with evidence submitted , there was also a report put in for falsified police reports which were proven to be falsified. .all officers including this police Chief is in the Brady list, I had to hire a defense attorney to fight I heard nothing from their department for four months up until I filed my claim with the city of Redding to prepare for my lawsuit. All of a sudden out of the blue , I am getting a letter from rpd police Chief stating he exonerated all of his bad apple cops for excessive force , along with other claims filed. This Police Chief has covered up his officers misconduct to attempt shield his Department from liability. There appears to be no integrity, or honesty within this Department whatsoever which is gravely concerning being that they swore to uphold the constitution, and swore to protect, they are not protecting the public filing false charges with the District Attorney,their department lies , lies, refuse to turn over records of officers Brady , that is a violation of the Brady rule , (Brady v Maryland .) comes discovery this Police Department refuses to turn over Brady material on all officers to the defense , they refused to turn over body camera footage, dash camera footage, showing the use of excessive force on a 100% Disabled Army Veteran in violation of Title ll of the Americans with Disabilities Act. And section 504 of the Rehabilitation Act by police ripping me from my vehicle and throwing me to the ground face first breaking my arm. They got the medical reports. So for these officers to be exonerated within their own department shows a clear sign of corruption, and an abuse of power by the police Chief, and their professional standards unit which is a joke. From checking the Brady list it appears the chief of police is on the Brady list too. (I wonder what his records hold of misconduct ). What a coincidence. And it shows clearly this is systemic misconduct. I have attached my medical records that this department was provided in my complaint that they appear to have overlooked. False police reports have already been directed by my attorney and myself, and evidence has been gathered against their department that the reports are false, and the officers used excessive force in violation of ADA standards when it comes to police use of force. I also have a witness. Who have been through the same incident with this Department. This Department has been used multiple times for their use of force, to Discrimination, there are some things the police Chief will not be able to protect his officers from .

The California Public Records Act is a series of laws meant to guarantee that the public has access to public records of governmental bodies in California. In December of 2011, a Superior Court judge ruled that the California Assembly must also disclose budget records of individual lawmakers, after some California newspapers filed a lawsuit accusing legislators of flouting the state’s open records laws.

Public records in the California Public Records Act are defined as “any writing containing information relating to the conduct of the public’s business prepared, owned, used, or retained by any state or local agency regardless of physical form or characteristics.” There is a separate category of “purely personal information” that, although it may be in the custody of a government agency, does not fall under the act. Statute 6255 states a catch all exemption, “The agency shall justify withholding any record by demonstrating that the record in question is exempt under express provisions of this chapter or that on the facts of the particular case the public interest served by not disclosing the record clearly outweighs the public interest served by disclosure of the record.”

Anyone can request public documents in California, and a purpose does not have to be stated. The California Public Records Act does not regulate the use of records obtained from public agencies. One should allow 10 days for an agency to comply with a records request.
