This officer conducted an illegal traffic stop after seeing an African American Male a disabled army veteran driving at night where she began to stalk and harass me . He falsified the probable cause, unreasonable detention, put the me in a dangerous situation when I informed her and her partner I would be filing a complaint , and civil complaint that is where excessive force was used resulting in body injury snatching me out of my vehicle for no reason , picking up slamming me face first into the concrete , they broke my arm, tore ligament in knee cap, damaged ligament in my shoulder caused be to have whiplash and and a concussion , I am still waiting in pain even till this day , she then placed falsified her police report stating I resisted arrest, obstructed, and delayed under 148 PC typical cover charge cops use to escape accountability. Falsified her report to make it seem like I was a monster , and had a gun , even though I'm not a registered gun owner, nor do I have a gun. These are lies she told, to maliciously prosecute me , to keep me from reporting the misconduct I had no clue she was already on the Brady list for the same type of misconduct , and she is still on the force and have not been decertified she is a danger I filed a complaint with Redding police department , they have isolated the complaint for illegal traffic stop, and Unlawful use of excessive force I've heard nothing from Redding police department. But rpd still allowed their officers to file charges of 148 PC to the prosecutor even after the misconduct so I figured to report this straight to the Brady site with evidence since Redding police department is not in compliance with Brady , the evidence I have recorded the illegal stop , up until the officers violated my 1st amendment right by taking my phone and turning off the recording before they used excessive force on me. There is also security Camero it was caught on in the dark secluded area of Redding they thought would be no cameras to catch them , denies medical treatment, violated my constitutional rights to be free from unreasonable search and seizure , had me in a cell for 6 hours with a broken arm, injured leg , shoulder, and a post concussion , a sliced wrist from excessive force with cuffs, had me in the choke hold move restricting my airway. I was assaulted by 8 cops come to find out Upshaw is on the Brady list . With 5 other officers on the Brady list these cops are continue the misconduct they should be decertified but Redding police department is shielding their misconduct not in compliance with Brady rules

California Public Records Act

The California Public Records Act is a series of laws meant to guarantee that the public has access to public records of governmental bodies in California. In December of 2011, a Superior Court judge ruled that the California Assembly must also disclose budget records of individual lawmakers, after some California newspapers filed a lawsuit accusing legislators of flouting the state’s open records laws.

Public records in the California Public Records Act are defined as “any writing containing information relating to the conduct of the public’s business prepared, owned, used, or retained by any state or local agency regardless of physical form or characteristics.” There is a separate category of “purely personal information” that, although it may be in the custody of a government agency, does not fall under the act. Statute 6255 states a catch all exemption, “The agency shall justify withholding any record by demonstrating that the record in question is exempt under express provisions of this chapter or that on the facts of the particular case the public interest served by not disclosing the record clearly outweighs the public interest served by disclosure of the record.”

Anyone can request public documents in California, and a purpose does not have to be stated. The California Public Records Act does not regulate the use of records obtained from public agencies. One should allow 10 days for an agency to comply with a records request.
