I was followed for the fourth time beginning at Cove road in Jenkins, KY by patrolman Justin Phipps. THIS FOURTH TIME, HE RACIALLY PROFILED ME! He followed me all the way from Cove Road, in downtown Jenkins, KY, after I had to put my flashers on in the middle of the road to alert the driver behind me that I needed to swerve in order to keep from hitting the animal (dog) that was in the road; they too had to swerve to keep from hitting the animal. In doing so, I had to dim my bright lights. Upon turning my bright lights off the car traveling behind me and I kept traveling up the road;Justin Phipps passed us in the left lane, headed towards downtown Jenkins. He must have turned around in the middle of the road and gotten behind us, because this was after 11pm at night, roughly 11:30pm?. When the car behind turned off at its location, Justin Phipps followed behind me for the FOURTH Time. HE FLASHED HIS HEAD LIGHTS AT ME. I was not NOT speeding, I was driving the posted speed limit. HE DID NOT TURN HIS POLICE LIGHTS ON, until I had made a left hand turn, to go up Mountain Breeze Road. There at the base of the road, he turned his lights on, took a few minutes to get out of his cruiser. THIS IS THE FOURTH TIME HE HAS FOLLOWED ME, SO ITS NOT LIKE HE DOESN'T KNOW WHO I AM OR WHO'S VEHICH IT IS. Once he reaches my driver side window he proceeds to say, that he needs my license, insurance and registration. I could not find my new insurance card at first, then I found it. Then, I could not locate my copy of my 2023 registration as I paid this years online, so I handed him my 2023 and I informed him that he needs to call his supervisor he did not! He proceeds to call into the police station; he called a code, twice before they answered him, to ask them if they needed my registration information; the dispatch officer read him my information so, he knew who I was-OBVIOUSLY! He then walks back to his cruiser; Is there for the time that it takes to run my information for the third time. While he is back there, I'm on the phone with my Mother, Cousin and a friend who is a Judge! I explained to them what he had followed me for the fourth time because he has absolutely NOTHING BETTER TO DO, flashed his HEAD LIGHTS, and KEPT FOLLOWING ME until he flashed his police light and pulled me over. When he came back to my vehicle, I asked for my information. He DID NOT ASK ME TO SIGN THE TICKET! I JUST SIMPLY REFUSED TO TAKE IT! He said, "If you're refusing to take this ticket and telling me you're not going to court, you're going to jail". I'm aware that I could have signed the ticket and wrote TDC by my name! Yet he did not even ask me to sign the ticket! Most people CAN refuse the ticket! At the point, he FORCEFULLY! Opens my driver side door! I told him to close it back! And told him to call his supervisor like I asked him to the FIRST time! He stood there, arguing with me. While my family and I was on the phone trying to contact my attorney. When he finally GAVE UP! And walked back to his cruiser to call his chief Jim Steven's, Jim Steve's arrived 15-20 minutes later, In HIS CRUISER BUT IN PLAIN CLOTHES! Jim Steven's walked over to the driver side door of my car and said, "Why aren't you complying with the demands of this officer"? I explained to him that I will not be taking a ticket for the third time for the same thing! Because PEOPLE are ALLOWED to REFUSE to SIGN TICKETS! Jim Steven's the. Rudely says, "You're under arrest, get out of the car". I turned my vehicle off, sat my handbag down by my driver side door and motioned for my mother to come get my handbag and car. JIM STEVEN'S RUDELY! SNATCHED! My bag out of my hands! He said, THAT'S EVIDENCE INCASE YOU HAVE ANYTHING IN THERE"! Then Jim Steve's said, Who are those people,they need to leave! Talking about my family, simply because he didn't want any witnesses! He RUDELY 3alked over to my mother's vehicle and DEMANDED her to leave thr scene! Per the Amicus Brief. Bystanders are ALLOWED to witnesses and RECORD POLICE AND POLICE MISCONDUCT! JIM Steven's then RUDELY says to me. AFTER Justin Phipps arrests me. "DO YOU HAVE A JOB"? I said. DO YOU HAVE A JOB? He RUDELY said again, " I ASKED YOU A QUESTION, DO YOU HAVE A JOB"? I said to him again, I have a job, I'm a Therapist and I make MORE MONEY THAN YOU! JIM STEVEN'S THEN RUDELY SAID, "BUT YOU CAN RUN AROUND IN THE STREET ALL DAY". QUITE FRANKLY ITS NOT HIS BUSINESS WHAT CAN AND CANNOT DO! ITS NOT HIS BUSINESS, IT'S MINE! THEN JIM STEVEN'S BEGINS TO TALK ABOUT HOW GOOD HE WAS SLEEPING AND HIS WIFE, TIA; WHILE OUT ON A CALL! BEING VERY UNPROFESSIONAL! AT THIS POINT, JUSTIN PHIPPS WALKS ME OVER TO HIS CRUISER AND HE SITS ME ON THE RIGHT BACK PASSENGER SIDE. I Could hear their conversation and Justin Phipps tells Jim Steven's, She's black, I hate that"! While I'm waiting in the cruiser, my cousin asked Jim Steven's and Justin Phipp's, "What is going on, why is my cousin in the back of that cruiser. She is a single black female, with two white men by herself." Jim Steven's proceeds to tell her, "ITS NONE OF YOUR BUSINESS, YOU NEED TO LEAVE"! AT THAT POINT! MY family let's them BOTH know that they'll be contacting MY ATTORNEY! This lead to men filing my SECOND FORMAL WRITTEN COMPLAINT AGAINST JUSTIN PHIPPS AND IT INCLUDED JIM STEVEN'S AS WELL! THEY WERE BOTH VERY UNPROFESSIONAL AND THIS IS A CASE OF ABUSE OF POWER AS WELL AS RACIAL PROFILING!
