The order states: ‘the cash bond previously posted… is exonerated,’ yet immediately commands the Clerk to issue a check payable to Arizona (Order to Exonerate Bond, 12/05/2025). This constitutes a jurisdictional overreach and an unlawful taking of private property.”

“Judge Strawn also failed to ensure that any extradition hearing was ever held. The Clerk of Courts confirmed in writing that ‘No extradition hearing was ever scheduled’ and that the State simply ‘expected’ I would turn myself in (Clerk email, 12/23/2025). Despite this, Judge Strawn treated the fugitive‑from‑justice case as active and used it as the basis for transferring my bond to Arizona.”

“Judge Strawn further relied on a conviction entered in my absence by Judge Comer, even though the transcript shows that the attorney who entered the plea was not authorized by the Power of Attorney and no Information had been filed at the time of the plea. The Judgment of Conviction states I ‘appeared through counsel’ and that the plea was ‘voluntary, knowing and intelligent,’ despite the transcript showing I was not present and no charging document existed when the plea was taken.”

“Judge Strawn accepted the prosecutor’s narrative without verifying the record, including the claim that I had waived extradition, despite no waiver being filed in the fugitive case and no colloquy ever occurring. He also accepted the prosecutor’s assertion that the $30,000 bond remained active, even though the March 2024 orders exonerated it and the fugitive charge had been dismissed ‘in the interests of justice’ (Dismissal, 12/08/2025).”

“By ordering the transfer of exonerated funds to a foreign jurisdiction, failing to ensure an extradition hearing occurred, relying on an unauthorized plea entered in my absence, and disregarding the procedural posture of the case, Judge Strawn deprived me of due process, violated statutory bond procedures, and exceeded the lawful limits of his authority.
