Statement

Shawn Hickey was a detective in the Special Investigation Division Gang Unit for the Tulsa Police Department and Frank Khalil was a detective for the Special Investigations Division of the Tulsa Police Department. 

On March 24, 2011 US Attorneys filed a memorandum in US v. Henderson disclosing the identities of Hickey and Khalil as "Un-indicted Co-conspirators" in the federal prosecution of Jeff Henderson and Bill Yelton.

In a Memorandum Opinion and Order on Unindicted Co-Conspirators Authored by Chief Judge Bruce D. Black, he stated:

"At this stage of the present proceedings, the court has only made a finding under Federal Rule of Evidence 104(b) that preponderance of the evidence indicates that Petitioners Khalil and Hickey were involved in a conspiracy with Defendant Henderson."
