On or about June 27, 2020, in retaliation for Norman City Council Member Alex Scott's participation in cutting the Norman Police Department's budget by $865,000,

Michael Lauderback, using a facebook account named "Tired Ofthehate", "Doxxed" the council women to "teach her a lesson" by posting the Norman Police Department's incident report and location of Scott's 2015 sexual assault to the Norman Ward 8 Facebook Page. Approximately two days later, The council women's duplex was reportedly broken into and her neighbor, mistaken as her, was allegedly brutally raped.

In a separate set of posts, Norman Police Detective, John Barbour, shared a youtube video to the Ward 8 Facebook Page from Scott's encounter with the Norman Police at her home in May of 2020 that showed the front of her residence, then shared the council member's arrest record.

Norman Police leadership acknowledged that an officer "doxxed" the city council member, but claimed her address was "public information" and refused to discipline officer Lauderback. As of August 10, 2020, it was confirmed that OSBI had opened an investigation into the rape of Scott's neighbor, but stated publicly that the investigation was limited only to the rape investigation.

This occurred just over a month after a Lexington Police Officer, Edward Zaicek, posted comments calling for Norman Mayor Brea Clark to be "hung" in public.

Oklahoma Open Records Act

Title 51 Oklahoma Statutes § 24A.1 et seq.

The Oklahoma Open Records Act is a series of laws designed to guarantee that public has access to all public records of governmental bodies. Section 24A.2 defines records as "all documents, including, but not limited to, any book, paper, photograph, microfilm, data files created by or used with computer software, computer tape, disk, and record, sound recording, film recording, video record or other material regardless of physical form or characteristic, created by, received by, under the authority of, or coming into the custody, control or possession of public officials, public bodies, or their representatives in connection with the transaction of public business, the expenditure of public funds or the administering of public property." This specifically includes all records of the transfer of public funds.

According to the Oklahoma Open Records Act, anyone may request public records and no statement of purpose is required. However, if the purpose is commercial, fees will be charged for document collection. There is no restriction on the use of records and the law does not specify a time limit for responses to requests.
