Officer Minard stopped the victim for a traffic violation, after dismissing the victim from the scene, the victim gave Officer Minard their middle finger. Officer Minard quickly follower the victim again and within 100 yds again pulled the victim over, but without reasonable suspicion or a crime. The officer then wrote a harsher citation, in retaliation to the victim expressing their 1st amendment right.
