On 02/16/2020, a Youth Inmate created a disturbance at a Youth Detention Center, and then left walking down the street. The YDC called 911 and Officer Victor Potter responded. Officer Potter was tasked with transporting the Youth Inmate to the hospital. When Officer Potter arrived at the hospital, he opened the rear door, unbuckled the seat belt, took him by the arm, and told the Youth Inmate "let's go." Youth Inmate did not exit the car. Officer Potter told the inmate four times, "let's go, and if you don't get out of this car I'm going to Tase you." Youth Inmate leaned back in the seat and started laughing. Officer Potter told the Youth Inmate to get out of the car right now and the inmate started humming. Officer Potter removed his Taser telling Youth Inmate "you asked for it." Officer Potter "drive stunned" Youth Inmate in the right thigh. When the inmate stiffened, Officer Potter pulled him out of the car and the inmate fell on the pavement on his left side. Officer Potter then got on the radio and called for additional units. An internal investigation was initiated. On 03/20/2020, the internal investigation concluded the Youth Inmate was "handcuffed behind his back, was not combative, and never verbally refused to get out of the car." The investigation also determined the Use of Force was not within Departmental policy. On 05/28/2020, Officer VP was served with a notice to terminate and given a date for a disciplinary action hearing. After the hearing, it was decided to terminate Officer Potter's employment.
