Subject: Mayor Michael Clauzel
1. Chief of Police: Joshua Clapton
Summary of Incident: Criminal bribery
Mayor Michael Clauzel is alleged to have offered bribes to Chief of Police Joshua Clayton and Investigation Officer Mario Jr. Hernandez. Mayor Clauzel proposed undisclosed sums of money to both officers in exchange for overlooking pending investigations related to alleged corruption within the City’s contracting and bidding process. Chief Clayton's accounts confirming that the Mayor implied favorable treatment for them in future promotions and additional financial compensation.
As a resident and concerned citizen, I have witnessed a pattern of behavior from these public officials that undermines the trust and integrity that their offices demand . Michael Clauzel is the current Mayor of Patterson and has ordered the chief of police to make false statements on me . Chief of Police ordered to leave Stanislaus County and Patterson,CA .
There are growing reports and instances where it appears that Michael Clauzel have been using his positions to manipulate local government procedures on No one to run against him in 2024 elections, engage in favoritism, and stifle dissent. This abuse of power not only erodes public confidence but also threatens the well-being and safety of the community. I am particularly troubled by the following issues:
1. Misuse of Authority: There are numerous reports indicating that the Chief of Police is using the department to target individuals or groups critical of the administration. Whether through selective enforcement of laws or harassment, this is an unacceptable violation of public trust.
2. Political Interference: It has come to the community’s attention that the Mayor is heavily influencing police operations for political gain, using law enforcement to intimidate or suppress opposition voices.
As someone who believes in the fundamental principles of justice, fairness, and accountability, I urge you to take immediate action to investigate these serious claims. It is crucial that the power of office be used to serve the people, not to intimidate or oppress them.
I request that your office open an inquiry into these matters and hold the Mayor and the Chief of Police accountable for their actions. The residents of Patterson deserve leadership that respects the law and upholds the public trust.
Thank you for your attention to this urgent issue. I look forward to your response and any actions that will be taken to address this situation. And Official Report has been filled against Michael Clauzel , Mario Jr Harnandez and Joshua Clayton.
Most Respectfully,

The victim, Zaid Masood Khan, claims to have been wrongfully incarcerated due to fabricated charges, harassment, and ongoing surveillance by certain members of the police department. This behavior is allegedly intended to intimidate the victim and prevent them from exposing misconduct within the department or seeking justice. Detailed Incident Description: 1. Wrongful Arrest and Incarceration: On 10/27/2022, Zaid Masood Khan was arrested by officers Mario Jr Harnandez from Patterson Police department on charges that, according to the victim, were fabricated. The arrest occurred under suspicious circumstances, with Zaid Masood Khan alleging that evidence was planted or manipulated by the arresting officers. The victim maintains that they had no involvement in the crime they were accused of, and their subsequent incarceration was unjust. 2. Ongoing Harassment and Stalking: Following the wrongful arrest, Zaid Masood Khan began experiencing what they describe as systematic stalking and harassment. The victim reports that police officers in unmarked cars frequently monitor their home, workplace, and personal interactions. Zaid Masood Khan has also noticed suspicious vehicles tailing them during routine trips, and at times, the presence of officers or unknown individuals loitering near their residence. 3. Pattern of Corruption: The victim suspects that this harassment stems from their previous encounters with corrupt members of the police department. Zaid Masood Khan believes that they were targeted because of their knowledge or exposure of internal corruption, or possibly as retaliation for filing a complaint or lawsuit. The pattern of stalking appears intended to intimidate and dissuade Zaid Masood Khan from taking further legal action or speaking out publicly. 4. Failure of Accountability: Zaid Masood Khan has attempted to report this misconduct to internal affairs and other oversight bodies, but their complaints have been either ignored or dismissed without proper investigation. The lack of accountability within the department has allowed this corruption to continue unchecked, further emboldening the officers involved. Evidence Provided: Surveillance Footage: The victim has provided video evidence of suspicious vehicles and individuals near their home, as well as potential instances of being followed. Legal Documentation: Court records of the arrest and subsequent trial, showing inconsistencies or questionable evidence used against the victim. Impact on Victim: The victim reports severe emotional distress as a result of this ongoing harassment. Zaid Masood Khan has expressed fear for their safety and the safety of their family. The wrongful incarceration has also damaged the victim’s reputation, financial stability, and mental well-being. Actions Taken: 1. Internal Complaints: Zaid Masood Khan has filed formal complaints with Zaid Masood Khan Internal Affairs Division and local government oversight bodies, though no meaningful actions have been taken to date. 2. Legal Representation: The victim has retained legal counsel to pursue a civil lawsuit against the department for wrongful incarceration and harassment. 3. Public Awareness: Zaid Masood Khan is considering going public with their story to raise awareness about police corruption in the department. Recommendations: 1. Immediate Investigation: A thorough, independent investigation into both the wrongful incarceration and the claims of stalking must be initiated by an external oversight body. 2. Protection for Victim: The victim should be provided with appropriate protection against further harassment by the police or any other parties involved. 3. Accountability Measures: If misconduct is proven, the officers involved should face disciplinary action, and systemic reforms should be implemented to prevent further cases of corruption and abuse of power of kick me out City of Patterson CA
