This officer violated fourth amendment, 14th amendment, 1st Amendment, and 5th amendment constitutional laws , the night of the 4th victim was subject to an illegal traffic stop by 2 officers , unreasonably detained after numerous attempts in asking the officers if I am free to leave being no crime was committed , in doing so the officers continued pro longing the detainment until it violated the proscription of an unreasonable seizure under the 4th amendment this officer appeared on scene with the supervisor after the victim requested a supervisor on scene with 6 other law enforcement officers like a vigilante group ,victim expressed concern about the amount of officers for one harmless unarmed disabled veteran , which went ignored , hoping that the supervisor would intervene , a supervisor who the victim thought would have done the right thing and released the victim , well that was not the case the supervisor, along side Guterding aided the officers in ripping me from my vehicle with excessive force , that was extremely unnecessary instead of allowing me to exit my vehicle on my own being that I walk with an assisted device, the force they used in snapping my neck back yanking me from my vehicle caused me to suffer a whiplash from the event , pulling on my arm with enough force that they broke my arm in the process , they then picked me up slamming me face first to the concrete 8 cops piling on top of me as if I was trying to flee on foot or something , instead of them just acting like normal cops and just placing the cuffs on me they did some other moves that was evidently considered over reach throwing me around like i was a rag doll , trying out new restraint moves treating me like i was a test dummy, this officer grabbed me by my hood for no reason choking me restricting my air way and I have resporatory (breathing) issues. All of this these heinous acts were done by 8 officers on a law abiding disabled veteran , it was made clear to them before they approached the victim vehicle that the victim is disabled , they did not care , this officer held the victim down as the other officer tried to complete breaking the veterans arm until the veteran heard his arm snap . That is when the victim screamed in pain as they all of a sudden began yelling "quit resisting, quit resisting" after the damage was already done , the officer then used excessive force with cuffing lacerating both sides of my wrist
close to my radial artery from clipping them too tight , no excuse . They then violated the fourth amendment by searching the victims car for guns, drugs, weapons , which was useless being that the veteran does not own a weapon, nor engage in any unlawful criminal activities , veteran was not on probation, did not have a warrant , does not do drugs, smoke marijuana , nor drink , veteran had a valid license , current registry, and full coverage auto insurance, so there was nothing for these officers to investigate which was a waste of tax payers dollars, and city resources , this officer falsified a police witness statement , making it seem I was a monster , and that I was fleeing or had a weapon lying through his teeth, I take full offense to this, and will be filing a lawsuit for damages , This officer is already on the Brady giglio list , his name was not hard to find , now this complaint is being attached , this department needs very thorough investigation, and this should not be overlooked. Nor should this complaint disappear on the Brady site . I have attached evidence of the misconduct , and medical records for my broken arm to sustain this report. A complaint was filed with Redding PD and evidence turned over to investigators , but once again they are working overtime to isolate the incident of unlawful excessive force , I am not the first to file a complaint , there has been a rash of RPD using excessive force on innocent victims. California Public Records Act

§ 6250-6268

The California Public Records Act is a series of laws meant to guarantee that the public has access to public records of governmental bodies in California. In December of 2011, a Superior Court judge ruled that the California Assembly must also disclose budget records of individual lawmakers, after some California newspapers filed a lawsuit accusing legislators of flouting the state’s open records laws.

Public records in the California Public Records Act are defined as “any writing containing information relating to the conduct of the public’s business prepared, owned, used, or retained by any state or local agency regardless of physical form or characteristics.” There is a separate category of “purely personal information” that, although it may be in the custody of a government agency, does not fall under the act. Statute 6255 states a catch all exemption, “The agency shall justify withholding any record by demonstrating that the record in question is exempt under express provisions of this chapter or that on the facts of the particular case the public interest served by not disclosing the record clearly outweighs the public interest served by disclosure of the record.”

Anyone can request public documents in California, and a purpose does not have to be stated. The California Public Records Act does not regulate the use of records obtained from public agencies. One should allow 10 days for an agency to comply with a records request.
