Statement

My name is Duawn Cowell and I'm a residence of Norfolk, VA. On January 7, 2024 approximately 2:13 p.m. Trooper Clint Craft Badge # 487 and assisting officers racially profiled my female cousin, and I, harassed us during an unlawful traffic stop. Officer Craft kidnapped us, putting me in handcuffs while my cousin was put in shackles. He continued to threatened and use coercion while my cousin was horrified and under hurindous duress, fearing for our lives. He used excessive force pulling my cousin out of her vehicle and snatching her cell phone while she was trying to record the incident. He continued to illegally searched us and her vehicle after being asked not to. He illegally detained us, falsely arrested me and kidnapped me for the second time, taking me to Sequoyah county jail. Our civil, 4th amendment and constitional rights were violated as American citizens. I was denied due process under the law, denied applicable rights and remedies/resolves. I do not have any documentation other than a traffic citation warning, and the court date told to me from the bail bondsman, which is January 24, 2024. Nevertheless, I am requesting video cam footage for evidence.

Oklahoma Open Records Act

Title 51 Oklahoma Statutes § 24A.1 et seq.

The Oklahoma Open Records Act is a series of laws designed to guarantee that public has access to all public records of governmental bodies. Section 24A.2 defines records as "all documents, including, but not limited to, any book, paper, photograph, microfilm, data files created by or used with computer software, computer tape, disk, and record, sound recording, film recording, video record or other material regardless of physical form or characteristic, created by, received by, under the authority of, or coming into the custody, control or possession of public officials, public bodies, or their representatives in connection with the transaction of public business, the expenditure of public funds or the administering of public property." This specifically includes all records of the transfer of public funds.

According to the Oklahoma Open Records Act, anyone may request public records and no statement of purpose is required. However, if the purpose is commercial, fees will be charged for document collection. There is no restriction on the use of records and the law does not specify a time limit for responses to requests.
