A couple years ago I contacted 911 in refrence to a possible mental person screaming and running into traffic while i was pumping gas. While on the phone the man attempted to carjack 4 diffrent women. I told dispatch who, asked me to keep an eye on the an until police arrived, to let them know his where abouts. The man ran into a store and hid. I informed them of his location. I waited in the parking lot for police to give my account of events.Chief Luecke pulls in and draws his weapon pointing it at me even before exiting his vehicle. He demanded I put my hands up which they already were as I was waving him over. He started demanding I put my phone away so he could figure out what was going on. He put away his gun and did an investigation. He found the man was a mental health patient they deal with alot. CHIEF LUECKE stated the man thought the gas nozzle was a gun and ran. Chief LUECKE FILED HIS FIRST REPORT STATING HE NEVER DREW HIS WEAPON. I called him out on it when we spoke the next time. He then went back and wrote another report and stated he drew it but never pointed it at me. He is required to wear a body cam but refuses to do so. He is hiding his crimes by not following procedure. I found out days after the incident that because i called him out on his lies he started investigating me possibly to try and charge me as to discredit me due to his anger. Recently one of his officers was being disrespectful and followed me and when I asked for an open records request to get info to file a complaint against the officer the Chief told me they don't do open records requests or foyi requests at his department /city and I'm not allowed to request an open records report. Today I find out he is calling my old boss and asking questions about my vehicle and where I live. He has obviously lied before and is investigating me for wanting to file a complaint on an officer and contacting the DA about the open records violation.
