Officer Castro of the Sonoma County Sheriff’s Department intercepted all calls by Father, assisted Mother by writing false police reports, false reports to CPS to block an investigation and provided documentation and access to a “Safe House” for Mother to feloniously withhold and conceal Father’s daughters without a court order.

On July 26 at 5 PM: Father called the Sonoma County Sheriff’s Department, requesting Officer Castro and left a message about his tentative ruling, believing that now he would finally help bring his children home.

8:29 PM: Officer Castro visits Mother at Father’s RV.

8:36 PM: Five minutes after arriving, Officer Castro calls Father: “Event remark: Father back on line: Requires another 1021”

8:35-9:12 PM: For 40 minutes, Officer Castro spoke on the phone with Father, while Mother listened. Transcript of this conversation proves that Officer Castro required all documentation and evidence from Father in order to file a CPS Report or to “assist him”:

Officer Castro concluded their conversation by saying - “All right. Well, what I'm going to do right now is I'll go to the house, I'll make sure the kids are okay, and then yeah, this will just have to be documented. I mean, this isn't something that's going to be resolved tonight, but at the very least, I'll give you a call back and let you know if your kids are okay.

But the truth was: Officer Castro and his partner Officer Amezquita were already with Mother, at Father’s trailer while he required information from Father as law enforcement.

Then, Officer Castro edited his CTW Report to cover his tracks by using the “update the event” log, saying he and his partner “arrived at 9:26 PM” after Father’s call.

Officer Castro’s False Police Reports

Officer Castro filed false police reports about Father while he was with Mother:

Officer Castro’s Sheriff’s Report states that On July 26 at 5:14 PM, “CPS Report for Unfounded Allegations of Sexual Abuse”- He also writes that he interviewed Father’s daughters [2 & 6] and “investigated” potential sexual trauma.

But the truth was: Officer Castro’s so-called “investigation” took place with Mother sometime after 9:26 PM - hours after a 2 & 6 year old’s bedtime.

Officer Castro’s False CPS Report

Officer Castro’s notes were then sent to CPS, including another false report: that Mother was not home, but Father’s allegations were still “unfounded.”

11:50 PM: Officer Castro remained with Mother, in Father’s RV, as the report ends.

Mere hours later by 8:30 AM: CPS received Officer Castro’s false police reports, closing the case, before it ever started.

Mother & Officer Castro’s Conspiracy Continues

July 30: Once again, Officer Castro called Father, while with Mother. On this call, Officer Castro informed Father that CPS would do an investigation knowing full-well the case was already closed.

3-days later, on July 30, Dispatch Reports written by Officer Castro state
6:46- 7:30 PM: Officer Castro is logged at Father’s RV, with Mother.
8:01-8:06 PM: Officer Castro calls Father.
8:31-8:57 PM: Officer Castro remains with Mother.

On July 27: Mother & Officer Castro both wrote that Father could not have any information regarding Genevieve “As father has not seen or spoken to his children in over 30 days.”

On Aug 2: Mother made a police report that due to “stalking” and “ongoing domestic violence” by Father she needed to move & filed an Ex-Parte TRO.

Officer Castro knew Father had a tentative DVRO and Mother’s TRO applications were denied: However: In a blatant action to usurp the court’s authority, Officer Castro then provided Mother a “Safe House” via Sonoma County to conceal Father’s children without a court order.

It is undeniable that Officer Castro and Mother do not follow the rule of law: He provided Mother confidential information obtained by Father under the guise of police work, filed false police reports against Father and completely blocked a valid CPS investigation. She colluded and conspired with him to block Father’s rightful DVRO, so she could continue withholding and concealing Father’s daughters.
