Sheriff Rhodes has failed to timely investigate a procedural infraction by a Deputy who picked up a hitchhiker and drove him to a location with children and dropped him off. It was 2am and the man was a registered sex offender named Lloyd Beard. This violates Procedural Code Section 6.06 (6) (6) (b) of the Use of Official Vehicles by picking up a hitchhiker. This negligence and wreckless act caused direct injury to a 12 year old child, and the family as a whole. This information was kept from my family and inadvertently divulged by the Prosecutor Attorney Kellen. The statute of limitations to file a claim on this matter is 1 year. I found out 8 months later and was then still denied the name of the Deputy. I never received a police report with this information and without a claim, Im not certain Sheriff Rhodes would have to investigate the matter at all. He is allotted 180 days to do so. He is able to extend that with a written notice if he chooses to investigate after the disposition of the case that resulted from the Deputy's violation of procedural guidelines. State of Arizona v Beard That would be May 2023. The investigation on his part has 180 days to be completed. This could easily surpass an August 2023 date and fully exhaust the statute of limitations I have. It appears the statute was intended to run its course. The Prosecutor admitted he did not want to share this information and this as well as the following events have given me no choice but to believe that the importance of Deputy is held to be of far greater importance than the child the Deputy's acts injured.
