Officer Filali, a Muslim, complained about being discriminated against to Chief Odell at the Kissimmee Police Department. He was ridiculed for his religion, being called "Mohammed", told he should raise his children as Christians, told he was a bad Muslim for drinking, disrespecting his prophet, and ridiculed when he was fasting by supervisors. Officer Filali was told he would not be put in for any career advancements. Officer Filali met with Chief Odell about the discrimination against him for his religion, and disclosed how he was being mocked and ridiculed for it. Chief Odell, illegally against federal civil rights laws, did nothing to correct it and allowed it to continue until Officer Filali could take no more and quit. Despite the City Manager of Kissimmee being notified of what Officer Filali was being illegally subjected too, he, as Chief Odell did not take steps to stop the illegal discrimination either.
