I came across a video online of body camera footage of officer, Cerniauskas, Michael E responding to a strangulation.
I watch the video and I observe the the responding officer intimidating the victim, making fun of the victim to his partner, discrediting the victims father, and coaching the female witness on what to say. I also viewed the officer, coaching the aggressor on what to say, and how to
“inoculate” himself. I will send over the YouTube link, as well as time stamps on key moments.
6:00 into the video, the officer mocks the victim with a Contemptuous attitude.

12:02 the aggressor shakes the officers hand this is the initial contact with the aggressor, and calls the officer by first name.
12:10 aggressor admits he bumped “the kid” the kid then turns around to leave, and the aggressor puts the kid in a choke hold. He admits the kid did not swing.
18:11 the officer Cerniauskas makes fun of the victim in a way that I have never seen. Completely unprofessional.
The officer creates a narrative that the aggressor Ryan had a right to defend himself. The officer starts to create a narrative that Ryan knew the kid had a weapon, when at 16:08 the other officer asks Ryan knew if the kid had a weapon, Ryan says NO…
Ryan admitted in his original statement 12:10 that the kid didn’t swing, Ryan the aggressor chest bumped the kid. The kid turned around and was walking to the exit, that’s when Ryan the aggressor put him in a chokehold.

20:28 the officer says he is going to go talk to the victim to intimidate him into not feeling like victim
20:52 officer c says he is going to talk to the kid to “ clean this thing up”
23:54 officer c mentions talking to Craig’s son “ to make sure he doesn’t think he is a victim.
24:35 the officer belittles the father, then 24:42 officer c. Shakes the aggressors hand and they talk about how they know each other.. further detailing the conflict of internist.
24:55 officer c calls female witness to illicit another statement, coaches witness on what to say, and the direction of the conversation. Has to clarify he is “not putting words in her mouth”
From watching the video there is evidence of witness tampering, coercion, witness coach, and obstruction of justice committed by the police officer. I believe this police officer is a supervisor. He was the initial responding officer.
Multiple times he stated “ the kid deserved it” “ he messed with the bull and got the horns”
He made the victim feel unheard, and if he pursued the case the victim would be retaliated against.
This is very very very concerning as a citizen we put a lot of trust into these police officers. I can not believe what I seen in this video.
