Officer was requested to keep the peace. He assaulted law-abiding husband of homeowner. Made false claims. Unlawfully detained and arrested husband. Applied handcuffs incorrectly and left them on for hours. Denied medical attention, resulting in severe nerve damage in husband's hands, arms, and shoulders. Bore false witness and coerced other officers to assault the husband physically and abuse him verbally. Did not file report to prolong detainment. Lied when contacted by Supervisor and I.A. Rep.
