Statement

On 6.15.22 Deputy Emily Piper came to my residence to investigate an allegation of child abuse. I complied with the welfare check on my child, who was not at my residence. I informed Deputy Piper that I would not answer any questions at this time without an Atty. present. Her tone became accusatory in nature, and verbally aggressive with me. At one point, I informed her that my child was a special needs child diagnosed with Reactive Attachment Disorder; to which she responded, "did you just diagnose him with that?" She stated this comment dripping with sarcasm. I responded that" No, he is clinically diagnosed". She then went on to infer that I was a very uncaring mother, by stating, "You don't seem very concerned that you don't know where your child is". This comment was very judgmental, stated in a very snide tone of voice. I did not respond to this, however, I knew very well where my 14-year-old son was; he was doing as directed and walking the short distance to his father's house. It was clear that Deputy Piper came into my home with a pre-formed opinion of what occurred, and when I did not comply with answering any questions without counsel present, as is my right, she became very personally upset with my passive resistance. Deputy Piper exhibited a clear bias toward what she believed happened and behaved in a very unprofessional and judgemental way towards me; especially when I exerted my right to remain silent. I am further alleging law enforcement misconduct by Deputy Emily Piper on 6.17.22. She intentionally escalated the situation by placing her hands on me in an aggressive way, rather than allowing me to comply with any verbal directive. I further allege that she placed me in harm's way for injury, due to her unprofessional personal anger towards me for not answering her questions on 6.15.22. On Friday, June 17th at approximately 7 pm I answered my front door to Deputy Piper. She asked if I would come outside to answer a few questions, I stated, "I would rather not". To which she stated Warrant at and grabbed my arm inside my residence, and pulled me outside aggressively. I was not given the opportunity to see the warrant, nor comply with verbal directives to place my hands behind my back once I was notified of said warrant. I was placed in custody, and at no time was I told of what I was being arrested or detained for. I did not find out that info until I was being processed out of jail the next morning. I was held for 7 hours without being given any info on why I was arrested, and no phone call once in jail. Deputy Piper placed me in direct harm's way while in her custody. When I was pulled out of my home forcibly, when I had given no indication of being noncompliant with verbal directives, other than to maintain my right to not answer questions, I was barefoot. My daughter was home, and at no point did Deputy Piper allow me to get my shoes, allow my daughter to provide shoes for me, or ask where the shoes were so that another officer could obtain them for me. I was not resistive and followed all directives given, there should have been no reason not to provide this protective layer for my feet. Deputy Piper then intentionally placed me in harm's way by walking me directly across the sharp rocks that are landscaped on my property. This act was intentional and deliberate and had the potential to harm me significantly. Law enforcement has the duty to not place one in custody under a substantial risk of harm. This clearly was an act of personal retaliation based on her anger toward me for not complying with her questions at our first interaction on 6.15.22. I was further released from Fremont County Jail, barefoot.
