This complaint involves the Rogers County District Attorney's (Matt Ballard) office, specifically Joy Thorp, First Assistant District Attorney, who I have never met in person until September 4, 2024. I spoke with Joy Thorpe on a handful of occasions on the phone regarding her office's multiple times that they have changed their statements about what constitutes protective order violations, harassment, stalking which describes what Jennifer Channel, my neighbor, has been doing; when I brought this up to Thorp, she said that the Victims and Witnesses service advocates are not prosecutors. Matt Ballard's office's intentional refusal to take action to end the continued harassment, stalking, threatening and menacing behaviors that my neighbor Jennifer Channel has inflicted upon me and my family as of today has forced me to seek the court's help to file a contempt of court for violation of a protective order, which is a costly process coming out of my pocket, as this is the last resort to get this neighbor to stop threatening me and my family. The District Attorney's office has gotten in the way of justice that their office gloats they work hard for. They have now closed their doors to me as if I am not a member of society, undeserving of the same services and help provided to any other citizen of Claremore. In my last conversation with Joy on the phone long before the above incident of her referring to me in a derogatory manner, I described to her the situation with CPD and prosecutors in her office dismissing and ignoring the threats and harassment. She said that the prosecutors are the only ones who decide what action to take, but also said "of course we will put weight on the police officer's opinion on reports we receive." After having received bodycam footage from Woodward, I spoke to Kerry with Victims Services at the Rogers County DA's office. This is the last time I spoke to them. I explained to her the situation, how Woodward is on bodycam describing how he's abused his power as Lieutenant and got in the way to disregard a judge's court order, statements, and evidence that fully back up that Jennifer Channel has been, is, and will continue to be a threat to me and my family, to create his own feelings about the facts and tags me as a perpetrator, going as far as attempting to charge me with a felony, and weaponize this abusive neighbor to attempt to get rid of the protective order in place, that he is in constant contact with someone in Matt Ballard's office, not to serve justice, but to ignore the abuse and expose me and my family, my young children to further threats from Jennifer Channel. She said she had no idea that this was happening, asked if I had the bodycam from these officers (Woodward and Mittelstedt,) and said she would get in touch with her supervisor and would get back to me. I asked, when to expect a call; she said that her supervisor was on vacation this week but would return my call the following week. That did not happen. So, on September 4 2024, I went in to the Rogers County Courthouse and asked to speak to their supervisor because I had left multiple messages for a follow-up on the conversation with Kerry. Soon, it was evident that the DA's office has been intentionally screening my calls; they knew my name before I opened my mouth. They refused me to speak to Victims and Witnesses Service advocates, stating that only victims were allowed to speak to that department. The receptionist at the front desk asked me to come back after 2pm, which I did. The receptionist behind the glass called on the phone someone in the office right behind the counter. A woman responds and says something along the lines of "ah, that lunatic, yeah I'll talk to her." Someone asks, "Who?" and she responds, "Shirley Spahr." She comes up to the front desk, does not introduce herself and refuses to listen to anything I said. She hands me a copy of a complaint form for the State Attorney General's office, who has refused to take my calls or respond to my written complaints. My understanding is that the State AG employs Matt Ballard's wife. The person I spoke to at the AG's office, David Williamson said to me back in June that my complaints against the DA or Claremore Police were not something that they could address. Joy Thorp had previously told me that one of the reasons the PO violations were denied is because the video doesn't prove that Jennifer Channel was recording me, that Jennifer Channel would have to admit to a law enforcement officer that she was doing these things for them to be proven beyond reasonable doubt. I explained to Kerry previously that Jennifer Channel is on bodycam showing officer Mittelstedt a multitude of videos she's taken of me, my husband, and our kids, following us, videotaping our activities and whereabouts just as I had reported to CPD, and she denied she was doing it. I explained that Mittelstedt and Woodward are ignoring that she's stalking me, violating the protective order, and are instead helping her to further harass me with their help, without probable cause. Bodycam from Claremore Police Department Lieutenant Doug Woodward shows Woodward stating in his own words how he has effectively abused his power as law enforcement to disregard the continued harassment, which included protective order violations perpetrated against me by Jennifer Channel, a neighbor. Woodward describes how he has close knowledge of my case, how he's instructed the officers under his command to ignore my pleas for help, and extended the same conduct to the Rogers County District Attorney's (Matt Ballard) office, being fully aware of when I have spoken to the DA, shown up at the Rogers County DA's office, that the DA is very familiar with me. He does not describe what evidence he has for his bias against me. Joy Thorp doesn't explain why her derogatory name-calling towards me when she has never met me, and has reviewed the exact same video evidence as my attorney, who is a defense attorney who is also very familiar with protective orders. My attorney went with me to Claremore Police Department and saw first-hand how CPD bent over backwards to dismiss my claims. After reviewing all bodycam footage, he was able to understand the abuse of power happening between these 2 agencies.
