Statement
On multiple occasions, I have had contact with officers of the Carrollton Police Department in connection with reports of violence, threats, intimidation, sexual assault, and child abuse. During these interactions, I was treated differently and unfairly due to my sex, race, and spiritual beliefs. I believe my rights as a victim and as a parent were not adequately respected or protected.
A Child Advocacy Center (CAC) interview was conducted on November 12, 2025, with Investigator Danny Keever and a representative from the District Attorney’s Office present. The interviewer was a family member of the accuser, which constitutes a direct conflict of interest. Since that date, I have not received any information regarding the status of the case, the findings of the interview, or next steps. I have also been denied access to the recorded interview, despite my status as the child’s parent and a victim in this matter.
Specific Concerns Include, but Are Not Limited To:
Failure to take my reports or allegations seriously;
Dismissive, biased, or discriminatory comments or conduct;
Failure to provide appropriate protection, assistance, or resources;
Actions or omissions that interfered with my civil rights, parental rights, and safety;
Failure to follow laws and policies intended to protect women and children from violence, including applicable state and federal protections.
Relevant Legal Obligations
Mandatory Reporting of Child Abuse:
Georgia Code Title 19, Chapter 7 mandates that certain individuals, including law enforcement officers, must report suspected child abuse or neglect. This includes situations where a child is exposed to domestic violence. Officers responding to such incidents are required to notify DFCS and ensure the child’s safety.
Domestic Violence Reporting Requirements:
O.C.G.A. § 19-13-1 et seq. requires officers to inform victims of their rights under the Family Violence Act and notify DFCS when a child is involved.
Victims’ Rights:
Under Georgia’s Crime Victims’ Bill of Rights (O.C.G.A. § 17-17-1 et seq.), I assert my rights as both a parent and a victim, including:
The right to be informed of the status of the case and any significant developments (O.C.G.A. § 17-17-13);
The right to reasonable, accurate, and timely notice of proceedings and decisions (O.C.G.A. § 17-17-3);
The right to confer with the prosecuting attorney regarding the case (O.C.G.A. § 17-17-11);
The right to be treated with fairness, dignity, and respect (O.C.G.A. § 17-17-1).
Witness or Victim Intimidation and Child Abuse Concerns:
Threats made to prevent a child from contacting authorities may constitute Influencing Witnesses under O.C.G.A. § 16-10-93 and may also constitute psychological or emotional abuse under O.C.G.A. §§ 19-13-1 and 19-7-5.
