On August 12, 2025 this officer pulled me over with my wife for a traffic stop. Without telling me why he pulled me over, he told me to get out of the car and walk with him to the back. He then said he pulled me over for no seat belt. He ended up arresting me and said it was for no driver's license. I am from Costa Rica and I lived in the United States for almost 10 years with a visa. I was taken to court. According to the report, I was going to have court on August 13, 2025 and I was never taken to court. I planned to fight the charges. The windows on the car are very dark and the no seat belt violation was false. My mother-in-law called the Harrison County Jail on the 16th because there was still no bond on a no driver's license and seat belt allegedly. The Sergeant advised me I would be taken to court on Monday after speaking to her. I was not taken to court as they said, instead, I was picked up by ICE on a hold they placed. After the arrest, a Sergeant different than the one on scene advised my wife that the stop was targeted against me because they had investigated my immigration status. My wife was also advised by another officer on duty at the time of my arrest that this officer did not observe any traffic violation. The Sergeant on duty called over the radio to him that he did not see a seat belt. I requested all documentation through IPRA. There is zero body camera footage available for this call according to the department and I was only provided dash camera footage starting after the vehicles were already stopped. The body camera footage is labeled with Captain Ryan Henry's name not the arresting officer. It does not appear as though the officer had his body camera nor his dash camera running which is a clear violation of their own policy and is a major concern for public transparency. This officer is known for violating people's rights because his father, also Lewie Negrotto, is the city municipal judge in that city. This officer violates Garity and does not advise people why he is searching their vehicles. There is no discipline because of his father. He completed a false report about my arrest because he did not observe a violation and charged me with misdemeanors and he also conducted a color of law traffic stop.
This officer has been involved in numerous off duty events conduct unbecoming. He had a specific incident in a bar in Bay St Louis, MS in which he started it and was the one that got beat up. The victim did not want to press charges but a report was taken and he was trespassed from the bar. I requested the report through IPRA and was never contacted about it so I put in a complaint to the AG's office and still have never heard anything back about the report no doubt to cover this officer's behavior. There was also another incident in Long Beach, MS but I did not request that report because it is obvious they won't provide them.
This officer applied for the Harrison County Sheriff's Office and lied during the polygraph. He by his own admittance said he lied about drug use and allegedly only used Cocaine one time prior to the test but he said he had never used. He was not hired by the county. He is now allegedly trying to work for US Customs and Border Patrol.
In another incident during a service call with fellow officer, Corbin Teague, he was out with an individual for an alleged DUI. The male individual was bound to a wheelchair. The DUI was for prescription pills. He was reprimanded by his own father after the court hearing because he was on camera talking on his phone telling another individual he was "not a fucking taxi" and refused to give the male individual in the wheelchair a ride. He left the wheelchair bound individual on the beach.
