Statement

When I went to court August 12, 2024 with the nuisance dog citation in hand, issued by Sheriff Rice, Allan D (1096829) at my home. The docket on the wall at the courthouse read that Rice later added 2 more completely random charges - weapon carried concealed while under the influence &
Children- injury to child- adult transports minor in vehicle while under the influence.
Judge Strong commented in a confused manor that there was no dwi included, yet indicted me on all 3 charges.
Sherriff Rice was unable to explain how this could have happened. When I went directly to the head sheriff upon leaving court, he offered no explanation. The 3 charges were dismissed, yet remain on my record despite being completely false. This could now affect my child custody case. Coincidentally, Sheriff Rice created the 3 false charges on the birthday of my estranged husband. These two men appear to have some type of personal relationship.

May 9th, 2024, Sheriff Rice illegally shot a black bear in my backyard and then wrongly gave me permission to keep the bear carcass.

On June 27th, 2025, when I reported to Sheriff Rice that I suspected that my husband had attempted to poison me to death and was also behaving recklessly with firearms with our children involved, Sheriff Rice failed to investigate. There are witnesses available to confirm details, and they were never interviewed. Sheriff Rice himself had sent me to Saint Alphonsus for bloodwork. However, Sheriff Rice reported the entire case as a "medical" incident and failed to follow up. When Officer Tatilian confronted Rice about his failure to investigate, Rice asked Tatilian if he wanted to punch him in the face for it. Maybe these events are something to make a joke of for Sherriff Rice, however, this has brought harm to my personal and career life. This is a serious matter for me and my family.

Idaho Public Records Act

Idaho Code §74-101 et seq.

The Idaho Public Records Act, established in 1990, governs access to public documents in Idaho. All records are presumed to be open records. Exemptions include court records that would result in the release of confidentiality, law enforcement investigations, juvenile records, voting records of the sexual offender classification board, records concerning discrimination investigations, workers compensation records, prisoner records, current and former public employees, income tax information, hospital and medical care records, Idaho Housing and FInance Association, voter registration cards, records in the address confidentiality program, trade secrets including academic research, archaeological records and endangered species locations, draft legislation records, underwriting and claims records of the Idaho petroleum clean water trust fund, or judicial authorization of abortions for minors.

According to the Idaho Public Records Act all agencies that are considered part of the government of Idaho including both state and local agencies are covered with the exception of the state militia. Any person can request records and statement of purpose is not required. The only restriction on the use of open records is the creation of mailing or phoning lists. Three days is the time allowed for any request to either be granted or denied.
