Subject: Complaint & request for Roseville Michigan Sergeant Matthew D. Lesperance to be added to the Brady/Giglio List regarding Oct 30 2025 for CAD Entry & Police Report #25-29053 falsifying records that I was transported as a Patient to a hospital & additional fabrication

A. Incident Overview –
 The above emergency agencies knowingly provided false & misleading information concerning a so-called emergency response which is a violation under MCL 333.20921.

 Despite my call being a non-emergency noise complaint where no medical assistance was requested or provided, official records falsely indicate a dispatch at 4:05 PM and a departure at 4:05 PM, characterizing me as a "Patient" transported to a hospital by the City of Roseville Fire Chief Keith Jacobs on October 30, 2025.

 That false record was composed on October 30, 2025 at 3:48 by City of Roseville Police Sergeant, Matthew Lesperance & SERESA Dispatch Supervisor, Monica V. Reesman out of retaliation and discriminatory treatment as a Black Disabled female.

 Sergeant Lesperance additional fabrications on that report:

i. He indicated falsely on that report that he didn’t hear anything and that my noise complaint was unfounded.
ii. Fabricated: “called officers cuss words”
iii. Other reasons he did this was because he is bias towards me as well for filing previous complaints about him on September 4, 2025 and September 17, 2025 for constantly calling me inappropriate names such as “darling” and “dear”. I have video of that as well.

 But AXON footage (4:15 PM ) shows Lesperance stating,
i. "I can hear it but it’s the middle of the day and it’s not against the noise ordinance violation”.

ii. I said, “y’all think I’m Fucking lying”. But in the report, he LIED & wrote “I called officers cuss words”. I didn't call them any names. The obtained body cam footage shows that. see link to that 10/30/25 AXON Body Cam at 4:12 pm:

B. The False CAD Note and Police Report #25-29053:
1. False Documentation: Official records (CAD Entry & Police Report #25-29053) indicate that the resident, Angela Cope (me) was treated as a "Patient" and transported to a hospital by Roseville Fire Chief Keith L. Jacobs at 4:05 PM [Incident Overview].

2. Documented Discrepancy: The CAD report claims a dispatch and transport at 4:05 PM, and notes the scene was cleared at 16:05:47 (4:04 PM) [Incident Overview].

3. Contradicting Evidence: Axon Body Cam footage from the Roseville Police Department shows two officers arriving at the apartment doorstep at 4:12 PM, with the incident concluding around 4:16 PM [Incident Overview]

4. Personnel Interactions: The call was transferred to Supervisor Monica V. Reesman at 3:46 PM. Supervisor Reesman and Sergeant Matthew Lesperance initiated a forced transport to the hospital, despite it being a noise complaint, citing "officer safety" [Incident Overview].

5. Audio Evidence: The provided audio indicates the initial call regarding a noisy tenant and subsequent interaction with dispatch/supervisory personnel [Incident Overview].

6. On October 30, at 3:44 PM, I contacted the South East Regional Emergency Services Authority (SERESA) non-emergency line at (586) 777-6700 to report a noise complaint regarding a noisy tenant. I spoke initially with Dispatcher Laura Gutierrez and requested a supervisor.

8. At 3:46 PM, I was transferred to Supervisor Monica Reesman. After taking my statement, Supervisor Reesman terminated the call prematurely while I was still speaking. I only called about a noise complaint, but she & Sergeant Matthew Lesperance indicated that the Roseville Fire Chief Keith Jacobs transported me to the hospital because of officer safety. 9. At 4:04 PM (CAD record & Report #25-29053) SERESA Radio audio indicates a supposed dispatch for transport to a hospital based on "officer safety"

11. 4:05 PM: Official CAD & police department records (Report #25-29053) falsely claim a dispatch and departure, identifying me as a "Patient" transported by Fire Chief Keith Jacobs.

12. Oct 30, 2025 4:12 PM - 4:16 PM: Axon Body Cam footage contradicts these records, showing officers arriving at my unit at 4:14 PM and leaving at 4:16 PM without any medical transport taking place. They left within 4:16 pm where Sergeant Matthew Lesperance stated, “I wasn't about to bug the guy”. See attached screenshot of body cam and link too:

C. Evidence of Misconduct
 On December 18, 2025, I requested a FOIA request to the EMS/Paramedic City of Roseville Fire Department regarding any medical records, reports, & recordings related to a non-emergency phone call and a so-called emergency requested by fire department Chief Keith Jacob that his department supposedly transported me to a hospital from my residence at 15405 E. 11 Mile Rd Apt 34, Roseville Michigan on October 30, 2025.

 On December 22, 2025, Fire Chief Keith Jacobs officially denied via email that he ever issued such instructions to Monica Reesman or SERESA personnel. He further confirmed that no squad was dispatched to the scene as the CAD entry implied.

 On December 23, 2025, Fire Chief, Mr Keith Jacobs said he would investigate this more by looking into the System and having the SERESA Executive Director Anthony (AKA Tony) S. Leese investigate this as well to verify this so-called incident and to see was my insurance charge especially since this was untrue.

 But as of Sunday, February 15, 2026, no follow up but only a cover up by the City of Roseville Police Department and other officials.

D. The Impact & Violations

 Falsification of Records: Personnel from the City of Roseville Fire Department, Police Department, and SERESA Emergency Dispatch Center intentionally falsified government records to reflect a medical transport that never occurred. Documentation in the CAD & EMS system must be an accurate, factual assessment. Entering fabricated safety alerts and false commands attributed to a high-ranking official compromise the integrity of emergency services.

 Billing Irregularities: I believe these records were falsified for the purpose of fraudulent hospital or insurance billing and retaliation towards me as well for ongoing issue with City officials since November 2024.

 Unwarranted Safety Designations: The "officer safety" entry was created without merit following a standard noise complaint, resulting in an unnecessary deployment of EMS resources

 I request that this conduct be fully investigated against the City of Roseville Police Department Sergeant Matthew and SERESA personnel to:

City of Roseville Police Report #25-29053 – dated October 30, 2025 – Falsely written by Sergeant Matthew Lesperance where he indicated the same narrative as well regarding an officer safety and that the Fire Chief Keith Jacobs stated: “Contact: Angela Cope's residency per Chief Jacobs and send and send an engine and BC/OIC on all calls. Chief Jacobs also wants a Roseville Police Officer to ride with the patient at the Medic to the hospital.
He also lied and said that I called officers curse words. The Axon video shows I never called them any names. He also lied and said he didn’t hear any music. The video contradicts that.

3.
