On February 2, 2026, at approximately 11:00 a.m. Pacific, an individual identifying himself as Troy Castillo allegedly gained access to a secured, non-public area at [REDACTED]. Entry was reportedly obtained by falsely presenting himself as an employee or representative of "Frontier" Cable Company, a misrepresentation used to bypass access controls. Once inside the restricted facility, the individual allegedly engaged in conduct directed at the complainant that appeared intended to harass or intimidate, without consent or lawful authority.
The alleged conduct implicates multiple provisions of California law. False representation of affiliation to gain access to a secured facility falls within the scope of criminal impersonation under California Penal Code § 529 and trespass under Penal Code § 602. If the individual was acting as, or holding himself out to be, a private investigator, such misrepresentation and deceptive entry constitute unprofessional conduct under the Private Investigator Act (California Business and Professions Code §§ 7520–7573), including potential violations of § 7561.1, and may further implicate § 7523 if the activity was conducted without proper licensure.
