Officer Austin Cochran engaged in unauthorized and excessive physical force against individuals detained in the custody of the Clarke County Detention Center. Abuse of inmates under color of law, excessive use of physical force, and failure to accurately report force incidents within the Clarke County Detention Center.
Specific sustained findings indicate that Officer Cochran used physical violence against non-resisting inmates, in direct violation of department policy, facility regulations, and constitutional protections under the Eighth and Fourteenth Amendments.
The investigation further determined that Officer Cochran submitted incomplete or inaccurate incident reports attempting to justify or conceal the force used during these encounters.
