Corporal Latif Whitsett of the Tulsa Sheriff Office's Community Enhancement Unit (Community Policing Unit) participated in a use of force against a reportedly 17 year old subject who was said to be intoxicated.  Whitsett struck the subject in his head and kneeled upon the subject's neck while bending his arm.  The subject appeared to have possibly lost consciousness.  
The 2nd Tulsa County Sheriff's Deputy participating has not been identified at the time of this report.  Two Tulsa County Sheriff Deputies, identified as Eric R. Harlin and Bradley Philpott, along with Tulsa Police Chaplain Jimmy Foreman (a local youth minister) observed the use of excessive force, and failed to intervene.
