Three days following the incident, Bickford and the protester, Carmen Turnbaugh, met with each other to apologize for their actions, according to a statement from Chad Whitehead, the town manager. Police Chief Timothy Page praised the meeting in an email to ProPublica, saying the message was “too important to be lost in conflict.” Bickford didn’t return a request for comment. On July 16, 2020, an outside agency hired to review the department’s response to the protests concluded that the “actions of the police officers were found to be in compliance with the towns policies and procedures,” with the exception of a “minor policy violation” — namely, the chief did not wear a body camera.
