Description: On June 17, 2022 an altercation ensued between Officer Dhlamini and an inmate. Surveillance from the incident reveals the inmate crossing the redline around the perimeter of the officer's desk. An argument ensues between the inmate and Office Dhlamini. Officer Dhlamini can be seen challenging the inmate and deploys Oleoresin Capsicum (OC) within inches of the inmates face as the inmate was walking away. Further, Dhalamin is seen grabbing the inmates wrists while shoving them with no clear objective to restrain the inmate while continuing to deploy OC another 5 times.
