Statement

On April 22, 2025, Michael Hicks added charges to my son that had been completely resolved in 2023. He stacked these old charges above a parole violation, changed a misdemeanor escape charge to a felony, downgraded a felony failure to appear to a misdemeanor, and gave two different charges the same case number. He was also the commissioner on September 22, 2022, and told the sheriff that Loretta Smith could not be hired as a deputy because she had not completed the necessary requirements. Yet, when he became prosecutor and was sworn in on Aug 9, 2023, he refused to bring charges against her for impersonating a deputy sheriff. Later, when he was handed an abuse and neglect case, CPS reports listed Loretta as a deputy and showed she had a leading role in the case—Hicks still did nothing. I am including a CPS report that is incorrectly dated 1-4-22, but should be 1-4-23, which is clear from the other dates mentioned in the report. It shows the Guardian ad Litem sent the Sheriff's Department to conduct a wellness check, and Loretta is titled as “Deputy.” I’m also including a subpoena where the Guardian ad Litem subpoenaed Loretta Smith to testify in this same matter.
