David Brouillette, the ICE Enforcement and Removal Operations officer who fired the fatal shots, is the subject of this citizen report concerning the July 13, 2026 killing of Johan Sebastián Durán Guerrero in Biddeford, Maine. Brouillette and other ICE agents were conducting an operation associated with a final removal order when they confronted Guerrero, a 26-year-old Colombian father who officials have acknowledged was not the intended target of the operation. DHS claims that Guerrero attempted to flee in a vehicle and drove toward an officer; however, the participating agents were not wearing body cameras, multiple shots were fired into Guerrero’s vehicle, and witness video reportedly shows agents removing his limp body and placing him in restraints after the shooting.

The killing presents substantial concerns regarding target verification, tactical escalation, de-escalation, the necessity and proportionality of deadly force, post-shooting treatment, evidence preservation, report accuracy, and official candor. The absence of body-camera evidence makes the credibility of the involved agents’ statements especially material. Until an independent investigation reconciles the official account with physical evidence, surveillance recordings, witness testimony, firearms evidence, dispatch communications, and after-action reports, all statements and testimony by Brouillette and every participating agent should be treated as potential Brady/Giglio impeachment material and subjected to enhanced credibility scrutiny in any judicial or administrative proceeding. Brouillette’s identification should remain designated as publicly reported and pending formal governmental confirmation.
