On February 23, 2026, Deputy Jonathon Howard (CLEET #0201112) of the Creek County Sheriff’s Office executed a pretextual traffic stop and arrest involving me in Mannford, Oklahoma. Notably, Deputy Howard is a probationary officer who only recently received his state CLEET certification on November 20, 2025. This severe wave of official misconduct took place within his first year of service while operating on potential probationary status. Following an Internal Affairs investigation, the Creek County Sheriff’s Office issued an official Adjudication on June 4, 2026, formally SUSTAINING complaints against Deputy Howard for violating Policy 1.34 (Vehicle Use / Detainee Transport) and Policy 1.35 (Body-Worn Camera Protocols). Public records disclosures dated July 6, 2026, verify that Deputy Howard received a formal written warning and mandatory retraining for these violations during his probationary period. Internal Affairs verified that Deputy Howard deactivated his department-issued body-worn camera which helped conceal his explicit refusal to safely secure me with a safety belt while driving recklessly at 84 mph in a 65 mph zone, despite my explicit, repeated safety demands. Furthermore, state-issued body camera footage captured Deputy Howard destroying private property by breaking the 'Hellcat' emblem off the back of my vehicle while mocking the vehicle as a 'one-tooth tiger' and laughing about the destruction. Based on this video evidence, a formal Tort Claim was filed against Creek County. The county's insurer, Shelter Insurance, accepted liability, validated the property damage committed by Deputy Howard on May 22, 2026, and paid the claim in full. The underlying incident also involved Deputy Howard allowing an undocumented civilian to perform a vehicle search, completely omitting the civilian from official reports, and actively tampering with my personal recording equipment to conceal his actions. Oklahoma Open Records Act

Title 51 Oklahoma Statutes § 24A.1 et seq.

The Oklahoma Open Records Act is a series of laws designed to guarantee that public has access to all public records of governmental bodies. Section 24A.2 defines records as "all documents, including, but not limited to, any book, paper, photograph, microfilm, data files created by or used with computer software, computer tape, disk, and record, sound recording, film recording, video record or other material regardless of physical form or characteristic, created by, received by, under the authority of, or coming into the custody, control or possession of public officials, public bodies, or their representatives in connection with the transaction of public business, the expenditure of public funds or the administering of public property." This specifically includes all records of the transfer of public funds.

According to the Oklahoma Open Records Act, anyone may request public records and no statement of purpose is required. However, if the purpose is commercial, fees will be charged for document collection. There is no restriction on the use of records and the law does not specify a time limit for responses to requests.
