On December 4, 2023, I attended the Panola County Board of Supervisor's meeting in Sardis, Ms. whereby I disclosed a list of harassment, false arrests, wrongful seizures of property, malicious prosecution and an interaction with a deputy on my property without a warrant or in uniform that led to a gun fire. Knowing that this deputy had a complaint on the Brady/Giglio Listing and that the Sheriff of Panola County had placed this deputy on the agenda with the board of supervisors for rehire, after the deputy had failed drug tests, I spoke out publicly for the first time in an effort to protect the public and my family by speaking out and disclosing a 10 page letter to the board of supervisors where the Sheriff of Panola County was acting as Sergeant in Arms on the board. After being directed by board members to obtain evidence of the harassment and rights violations I met with county administrator Kate Victor who directed me in how to obtain video and phone records showing proof of the violations video inside the courthouse in Batesville weeks earlier. The next day on December 5, 2023 as I was investigating documents and records I'd obtained through FOIA, I called the Justice Clerk who suggested that I call the Circuit Clerk(audio Included). Not thinking anything about the circuit clerk being the Sheriff's wife I called the circuit clerk's office who recognized my voice from my Facebook posts, she says in her statement (STATEMENT AND AUDIO INCLUDED), I did not know who I was speaking to but she was VERY ABRASIVE so I hung up the phone. 4 hours later I would be arrested and charged with telephonic/ communication harassment. I had recorded the phone call while I investigated where my property was since I DID NOT trust ANY of these individuals involved and good thing that I did use this caution. This charge was later dismissed after friends released the audio recording on Facebook that showed the clerk and the Sheriff inside his office at 300 James Rudd Drive Batesville Mississippi helped Mrs. Phelps create that proven in a court of law false statement. ( audio recording proving the clerk and sheriff lied included as evidence) At the EXACT moment the Sheriff and his wife were creating this proven false statement phone records obtained through FOIA show that the Sheriff had directly contacted another woman and coerced that woman to create another false statement and the X deputy who I explained was on the agenda for rehire earlier and together this group of people attempted to retaliate for my having spoken out about this Sheriff's inability to manage his deputies and the danger it posed to every member of this county. This entire event, showing Sheriff Shane Phelps and his wife the Circuit Clerk Melissa Meeks-Phelps, was captured on Body Worn Camera by Officer Matthew Brown as he was dispatched to the Sheriff's office from Batesville Police Department to obtain the statement prepared by Circuit Clerk Melissa and Sheriff Shane Phelps. Cell phone records show that Sheriff Phelps was on the county cell phone that we taxpayers pay for, coercing and colluding for another female friend of Mrs. Phelps to create further charges. As I was being wrongfully incarcerated for those 3 days for the false statement provided by the Circuit Clerk, her husbands phone records show he was in contact with these 2 other individuals who also swore out statements and Sheriff Phelps initiated those phone calls coercing these individuals caught on body camera footage inside of the Batesville Police Department. After ORCHESTRATING further charges, from inside his office on Dec.5, and convincing these others to file more charges, the Sheriff of Panola County walked himself into the courtroom as I was being released on my own recognizence from the charges his wife had levied wrongfully and later dismissed, the sheriff advised the Judge that he had an open warrant for my rearrest and the Sheriff arrested me again himself. After he'd orchestrated this entire fiasco inside his office for my having spoken out. If this is not as clear a case of abuse of authority and malicious prosecution I don't know what is. That's when I knew that he had just openly committed misconduct and violated my rights to due process. It biases a court that witnesses another arrest inside of a courtroom. The phone records don't lie and he was on the phone with these others in an attempt to punish me for speaking out about his department and his inability to run it. I am begging this commission to get the body worn camera footage on December 5, 2023 from 11:42 A.M.- 2:45 P.M. inside of the Sheriff's Office that shows the Sheriff in CONVERSATION with these other coerced individuals captured by Officer Matthew Brown. I am asking that this Commission view the evidence I have enclosed in this complaint and I ask this commission to take immediate action to ensure the safety of this county and its residents. I am begging for a full investigation into this misconduct and malicious prosecution. This type of CORRUPTION has no place in any law enforcement department and I ask this commission to decertify this DISGRACE TO THE BADGE and TO THE OATH. I have 3 audio files not included and 3 video files I am available at any time for you to obtain by personal email during the investigation into this matter. I DO NOT WANT TO BE OR EXPECT TO BE ANNONIMOUS. HE KNOWS EXACTLY WHO HAS CAUGHT HIM. SHOULD HAVE HIRED ME AS AN INVESTIGATOR.
