Deputy Jackson’s uniformed citation states that at 1652 hours, he observed Mr. Fleming speeding 13 mph over the posted speed limit by means of a dash mounted radar. Further, the UCR states Mr. Fleming was placed under arrest at 1655 hours. The location listed for the violation and arrest is Caneyville Road in Edmonson County. Mr. Fleming was stopped at the intersection of Threlkel Cemetery Road and Brownsville Road in Butler County. The narrative states that Deputy Jackson immediately turned around on Mr. Fleming on Caneyville Road once observed by radar speeding, to observe him and make a traffic stop. Deputy Jackson stated that Mr. Fleming pulled into the parking lot of Roundhill Market and as he was observing Mr. Fleming, Mr. Fleming then fled into Butler County. Video evidence collected from the store showed that Deputy Jackson was not on Caneyville Road when Mr. Fleming pulled into Roundhill Market. Deputy Jackson never comes from Caneyville Road, instead, approximately 4 minutes after Mr. Fleming’s arrival, Deputy Jackson can be observed coming from Hwy 70, not Hwy 185. Mr. Jackson does observe Mr. Fleming in the parking lot for several minutes but then leaves, traveling North on Hwy 185. Mr. Fleming then leaves, traveling West on Hwy 70. Mr. Fleming stops at the stop sign and appears to be traveling at the speed limit as he goes out of sight of camera 2. Deputy Jackson can then be seen traveling at a high rate of speed South on 185, disregard the stop sign, turn right onto Hwy 70 and then accelerate to a high rate of speed to catch Mr. Fleming. Mr. Fleming was stopped just prior to Threlkel Cemetery Road on Hwy 70, which is approximately 1 mile for the store. Nothing from the footage supports Mr. Jackson’s written statements regarding the probable cause for the stop or why he was operating outside of his jurisdiction or that Mr. Fleming “ran” or “tried to dip” Deputy Jackson. Edmonson County Sheriff James Vincent notified about the incident on 10-16-2023 and made no attempt to conduct an internal investigation concerning this incident. Deputy T. Jackson has been the basis for numerous complaints about being outside of his jurisdiction conducting law enforcement activities. Video Evidence Break Down: 1515- (Camera 3) Mr. Fleming pulls into the gas pumps in a Tan Chevrolet Blazer, traveling South on KY 185. Mr. Fleming enters the store to pay for his gas. 1518- Mr. Fleming starts pumping gas. 1519- (Camera 3) Observe Deputy Tim Jackson traveling West on KY HWY 70 from Brownsville to the intersection of KY HWY 70 and KY HWY 185. Deputy Tim Jackson turns right onto HWY 185, immediately cuts through the parking lot of the neighboring business, and then crosses over HWY 70, entering the park lot of Roundhill Market. 1520- (Camera 2) Shows Deputy Tim Jackson park and observe Mr. Fleming for several minutes. 1524- (Camera 2 and 3) Deputy Tim Jackson exits the parking lot of Roundhill Market, heading North on HWY 185. Mr. Fleming allows for Deputy Tim Jackson to get out of his sight, then exits the parking lot, traveling West on HWY 70. Deputy Tim Jackson then turns around, runs the stop sign and catches up to Mr. Fleming at a high rate of speed. All of which occurred in Butler County.
