I was unlawfully searched, seized, arrested & charged by Evan G. Scarborough. While I was falsely imprisoned I contracted Coronavirus during my incarceration at the Spartanburg County Detention Center. I sat in police custody for several hours without being charged or any knowledge of what I was being charged with. After I was informed of my charges hours later, the reason why I was told I'm being charged was never mentioned in the incident report. The incident report contained various dishonest blatant lies and omitted very specific information that would have immediately disheveled any claims for a lawful warrantless arrest. Evan G. Scarborough's "Brady List" like activity and clear unprofessionalism should not be tolerated in any measure by our Law Enforcement. Evan G. Scarborough knowingly apprehended me for what he thought would have been some sort of "Big Bust!" just to embarrass himself and make all of the responding officers look like bad cops by relying on the false information they were provided by Evan G. Scarborough. Evan G. Scarborough cannot in any way, shape or form provide any concrete, undeniable, lawful or factual evidence to support anything or any claim that he's made against me. His ego and fragile emotions are not proof of any crime committed. The dashcam footage from the other responding officers shows that Evan G. Scarborough lied about the phantom pursuit that he alleged to be engaged in. Evan G. Scarborough simply was on a "Power Trip" attempting to flex his authority over the public, believing that he is above the law and does not have to abide by the same rules and regulations that every American citizen is obligated to follow. Had any "High Speed Chase" that Evan G. Scarborough claimed to have been involved in even occurred to the slightest, I would have had "The Book" thrown at me and been charged with a slew charges consistent with an officer involved felony pursuit. e.g. resisting arrest, fleeing to elude, obstruction, failure to signal, failure to maintain lane, failure to obey traffic signals, speeding, reckless endangerment etc. The charges that I did receive were only because Evan G. Scarborough could not, in good faith justify any other other crimes to pin on me, being that Evan G. Scarborough has no evidence of any crimes or violations to any degree in the first place. One of the very many inconsistencies with this matter is that he assumed that I was suspicious because of my ethnicity and inferred that I had stolen the vehicle that I was driving. In the incident report it stated that the basis of the arrest was initially "Cargo Theft Related", After running my tags and jumping to the conclusion that I was not the registered owner of the vehicle. Evan G. Scarborough quickly realized that the vehicle was not stolen, but instead of accepting that he was erroneous, Evan G. Scarborough instead shifted the reason for the stop to something else since he had already wasted soo many police resources and made a false report. Evan G. Scarborough couldn't fathom admitting his overt mistake and misuse of power due to bad judgement so he just went forward with the false arrest so that he wouldn't have to explain his racial profiling to his superiors after letting me go and saying "oops, I've got the wrong guy". There are tons of other misconduct that could be mentioned in this complaint, I do not have the allotted time at this very moment to continue on without bouncing around from point to point, potentially missing out on crucial details critically explaining this matter to its entirety. Please do not overlook this extremely serious situation as Evan G. Scarborough could end up getting a good officer hurt or even killed if he continues this type of behavior towards the public he swore to protect and serve. Evan G. Scarborough has taken an oath, and it must be honored.

This officer racially profiled and maliciously prosecuted an innocent person that he specifically targeted because he had a suspicious hunch. The innocent person did not consent the officers unwanted advances to which the officer then retaliated against the individual then created a post hoc justification for the clear violation and wrongdoing on the officer’s behalf. This innocent person was held at gunpoint and a felony stop was initiated. The officer has absolutely zero proof or evidence of any crime committed, simply hurt feelings and a clear abuse of power. This officer falsely charged and imprisoned a loving father and ruined his entire life with false charges causing the innocent person to lose their entire livelihood over a fabricated lie which is the incident report. This matter goes miles deeper that would be entirely too much to type out claim for claim. This officer knows good and well that he is wrong and an apology would be greatly appreciated. This officer and all of the other officers involved which some involved officers were not mentioned and left out of the report yet they were immensely involved, are very aware that there was a huge mistake made by Evan G.
