Statement

On 6/10/2022 - Sheriff Gary Dodd stated in a JCSO Official Facebook Post about forming a "posse" consisting of multiple Law Enforcement agencies and "Deputizing" civilians in an effort to hunt down "two career ne'er-do-wells" (as Dodd phrased it). According to the Sheriff's statement the incident originated from a call to dispatch reporting "trespassers on a ranch off of State Highway 7". The posse spent "several hours tracking through dense brush and wooded areas" on horseback and with ATVs. Choctaw Nation Emergency Management flew "several missions" with drones over the area. Among other assisting agencies were: Oklahoma Highway Patrol, Atoka County Sheriff's Department, and Choctaw Nation Tribal Police.
Sheriff's Dodd's post then states: the subject "jumped a barbed wire fence but was quickly confronted by deputies. [the subject] attempted t resist arrest, but after being dragged through a barbed wire fence while resisting, this appeared to take the last bit of starch out of this wretch". It is unclear which individuals physically directly participated in the use of force, however the following officers were identified via the social media posts: Under-Sheriff Chris Smith, Sgt. Alyson Orr-Dodd, Deputy Joseph Schanz, Deputy Ty Richeson, Deputy Justin Murray, Deputy Tiffany Dease, and Deputy Curtis Jamison (all of JCSO) and Officer Tyson Dillshaw of Choctaw Nation Tribal Police. The other agency's officer remain unidentified at this time.

Oklahoma Open Records Act

Title 51 Oklahoma Statutes § 24A.1 et seq.

The Oklahoma Open Records Act is a series of laws designed to guarantee that public has access to all public records of governmental bodies. Section 24A.2 defines records as "all documents, including, but not limited to, any book, paper, photograph, microfilm, data files created by or used with computer software, computer tape, disk, and record, sound recording, film recording, video record or other material regardless of physical form or characteristic, created by, received by, under the authority of, or coming into the custody, control or possession of public officials, public bodies, or their representatives in connection with the transaction of public business, the expenditure of public funds or the administering of public property." This specifically includes all records of the transfer of public funds.

According to the Oklahoma Open Records Act, anyone may request public records and no statement of purpose is required. However, if the purpose is commercial, fees will be charged for document collection. There is no restriction on the use of records and the law does not specify a time limit for responses to requests.
