Statement

My husband and I were pulled over by Sgt. Gramling. We were headed home after picking up something to drink and getting gas at the Sheetz gas station in the heart of the town of Louisa, VA. When my husband asked what we were being pulled over for Sgt. Gramling stated "Farm Use Tags". When my husband replied that the farm use law doesn't go into effect until June or July Sgt. Gramling replied with " you touched the line in that turn." I want to add here that when we first got to the Sheetz officer Gramling was on the phone with someone and kept on with his conversation. But he then went into the sheetz and came back out and left. After we got gas, when we were turning out of the sheetz officer Gramling was turning into the sheriff's office parking lot across the street so he could not have seen this turn, and we also saw him turn around in the parking lot to come and pull us over before we reached the traffic light so which he also could not have seen the turn at the light but we already knew he was going to pull us over before we go there. Anyway, there were three officers on scene at a "routine" traffic stop. Now by this time the officer asked my husband to roll his window down and my husband stated that he would not because he felt unsafe and that he didn't want our dogs to get out of the vehicle. Please note he had rolled the window down plenty for the officer to hear him and for the officer to take any information such as ID or registration. At this point the officer stated that he had to comply or he would arrest him and charge him with obstruction. He still wouldn't roll the window down but he had complied with EVERYTHING else to this point he even gave him his ID. Another officer came around to my window and at that point the officer demanded my ID and I was frozen at this point. I couldn't move or breath or talk. I have bad anxiety and depression and sometimes I can't respond to anything and all I could do is beg my husband and I put my hands up as if to say hey I can't. But the officer kept insisting and when my husband was trying to help me the officer just yelled out for my husband to get out of the vehicle and that he was obstructing justice and my husband refused because he was in fact trying to help me to comply. The officer tried to forcibly open the door. This is where everything went fuzzy for me because I don't do conflict. But from what I remember my husband had locked the door and when he went to make sure that it was locked it came unlocked. The officer swung the door open and pulled my husband out the car and slammed him into the ground. A second officer climbed on his back and put his knee in his spine. All my husband did was to stay you are not supposed to do this you are breaking the law. I want to speak to your supervisor and the officer replied with I am the supervisor. And put him in the back of his car. When one of the other officers asked him if he was under arrest the officer replied no but still conducted a search of my husband's person which he did not agree to nor was there any reason to suspect he needed to. Please help us.
